I am ok with the credit release. In the future when you guys visit this site, I would look at the vegetative viability on the north side of the stream floodplain (stream left) at the major crossing. The folks who built the road went into the easement some so I am wondering how much cut occurred and doubtful anyone put any topsoil back. Looking at the "record drawing" I could only find one minor redline change. My only comment is that the report states that planting was completed on May 6th. Their approved mit plan says "woody vegetation planting will be conducted during dormancy", so they are also not consistent with their own plan. I don't think this warrants holding credits back, but I would suggest something like "during our review of the baseline monitoring report and record drawing, we noted that vegetation planting on the site was completed on May 6th. This is outside of the normal planting window and not consistent with District guidance or the approved mitigation plan, which states that woody vegetation planting will be conducted during dormancy. Please note that if the year 1 monitoring report indicates any problems with vegetation performance, additional planting and/or monitoring may be required."
