You have our approval to place fill material in 0.10 acres of wetlands or waters for the purpose
of constructing a natural gas line beginning at Transcontinental Gas Pipe Line Compressor Station on
SR 1104 to SR 1609 near Kannapolis, as you described in your application dated 23 June 1995. After
reviewing your application, we have decided that this fill is covered by General Water Quality
Certification Number 2664. This certification allows you to use Nationwide Permit Number 12 when it
is issued by the Corps of Engineers.
This approval is only valid for the purpose and design that you described in your application. If
you change your project, you must notify us and you may be required to send us a new application.
For this approval to be valid, you must follow the conditions listed in the attached certification. In
addition, you should get any other federal, state or local permits before you go ahead with your
project.
If you do not accept any of the conditions of this certification, you may ask for an adjudicatory
hearing. You must act within 60 days of the date that you receive this letter. To ask for a hearing,
send a written petition which conforms to Chapter 150B of the North Carolina General Statutes to the
Office of Administrative Hearings, P.O. Box 27447, Raleigh, N.C. 27611-7447. This certification and
its conditions are final and binding unless you ask for a hearing.
This letter completes the review of the Division of Environmental Management under Section 401

Natural Gas Pipeline
Diversified Energy Services, Inc. is providing certain technical services to the Public
Service Company of North Carolina, Inc. for a proposed 12-inch natural gas
pipeline, 10 miles in length, that will connect existing transmission lines located in
Iredell and Cabarrus Counties, North Carolina. This proposed pipeline will also
occupy an existing 50 foot right of way corridor where a 6-inch pipeline is currently
located. The proposed route begins on the west side of S.R. 1104 and terminates
on the north side of S.R. 1609, Mooresville Road, just south of the intersection
with S.R. 1616. It is proposed to begin construction on July 17, 1995, lasting
about 60 days. We are requesting Section 401 water quality certification.
The proposed route has been chosen to take advantage of the existing utility
corridor, minimizing any environmental impacts. We have identified five (5) water
crossings. It is proposed to use a directional drill for the crossing of a cove on
Lake Norman, eliminating any environmental impact. The remaining four crossings
will be done using conventional means. These four are: West Branch Rocky River,
Rocky River, Coddle Creek, and Mill Creek with the associated tributaries.
The following documents are enclosed to help identify the proposed route:
1. A route map of the proposed route.
2. Drawings submitted with the Erosion and Sediment Control Plan
3. Soil maps from the soil survey showing the route
All land will be returned to its natural grade and replanted with appropriate
vegetation immediately following construction. The clearing of trees will be held to
the minimum required for construction. The areas identified as wetlands on the
Erosion and Sediment Control Plan were seasonally wet at the time of our survey
earlier in 1995.

We have been granted a Department of the Army, Corps of Engineers Nationwide
Permit No. 12 dated June 19, 1995, which authorized the construction of utility
lines through wetlands and across nontidal waterbodies. We do not anticipate the
use of mechanized land clearing of wetlands since the route is already cleared and
maintained.

Natural Gas Pipeline
Diversified Energy Services, Inc. is providing certain technical services to the Public
Service Company of North Carolina, Inc. for a proposed 12-inch natural gas
pipeline, 10 miles in length, that will connect existing transmission lines located in
Iredell and Cabarrus Counties, North Carolina. This proposed pipeline will also
occupy an existing 50 foot right of way corridor where a 6-inch pipeline is currently
located. The proposed route begins on the west side of S.R. 1104 and terminates
on the north side of S.R. 1609, Mooresville Road, just south of the intersection
with S.R. 1616. It is proposed to begin construction on July 17, 1995, lasting
about 60 days. We are requesting Section 401 water quality certification.
The proposed route has been chosen to take advantage of the existing utility
corridor, minimizing any envir n al impacts. We have identified five (5) water
crossings. It is proposed to use a directional drill for the crossing of a cove on
Lake Norman, eliminating any environmental impact. The remaining four crossings
will be done using conventional means. These four are: West Branch Rocky River,
Rocky River, Coddle Creek, and Mill Creek with the associated tributaries.
The following documents are enclosed to help identify the proposed route:
1. A route map of the proposed route.
2. Drawings submitted with the Erosion and Sediment Control Plan
3. Soil maps from the soil survey showing the route
All land will be returned to its natural grade and replanted with appropriate
vegetation immediately following construction. The clearing of trees will be held to
the minimum required for construction. The areas identified as wetlands on the
Erosion and Sediment Control Plan were seasonally wet at the time of our survey
earlier in 1995.

We have been granted a Department of the Army, Corps of Engineers Nationwide
Permit No. 12 dated June 19, 1996, which authorized the construction of utility
lines through wetlands and across nontidal waterbodies. We do not anticipate the
use of mechanized land clearing of wetlands since the route is already cleared and
maintained.
