CERTIFICATION #WQC004128 is issued in conformity with the requirements of Section 401, Public Laws 92-
500 and 95-217 of the United States and subject to North Carolina's Regulations in 15 NCAC 02H .0500, to
Mr. Zach Platek and Grandfather Golf and Country Club, who have authorization for the impacts listed
below, as described within your application received by the N.C. Division of Water Resources (Division) on
March 28, 2017 and subsequent information on July 1, 2017, and by Public Notice issued by the U. S, Army
Corps of Engineers and received by the Division on July 19, 2017.
The State of North Carolina certifies that this activity will not violate the applicable portions of Sections
301, 302, 303, 306, 307 of the Public Laws 92-500 and PL 95-217 if conducted in accordance with the
application, the supporting documentation, and conditions hereinafter set forth.
This approval requires you to follow the conditions listed in the certification below.

2. The Linville River downstream of the project is a Class C Trout Waters. In order to protect
downstream uses for Class C Trout Waters a requirement of this Certification is that project activities
may not occur between the dates of October 15 through December 31. [15A NCAC 02H.0506 (b)(2)
and 15A NCAC 048.01251
3. This approval is for the purpose and design described in your application and as described in the Public
Notice. The plans and specifications for this project are incorporated by reference and are an
enforceable part of the Certification. Any modifications to the project require notification to DWR and
may require an application submittal to DWR with the appropriate fee. [15A NCAC 021-1.0501 and
.0502]
4. A minimum low flow release of 2 cfs or Inflow, whichever is less, must be maintained to the
downstream channel. This minimum flow must be maintained at all times, including during re -filling
of the pond. At no point should the downstream Linville River be dewatered by this activity. [15A
NCAC 02H .0506 (b)(3) and (c)(3) and 15A NCAC 02.0211 (2) and (18)]
5. The turbidity standard of 10 NTUs (Nephelometric Turbidity Units) shall not be exceeded In the Linville
River downstream of the project area. A turbidity curtain shall be provided within the lake
downstream of the dredging area. Any other appropriate sediment and erosion control practices
must also be used to meet this standard. [15A NCAC 02B .0200]

6. The Permittee, or their designee, shall visually inspect the Linville River immediately downstream of the
lake daily during, or immediately following, dredging activities. Digital photographs of these inspections
with date and time stamp shall be maintained by the Permittee and provided to the Division upon
request. If any turbidity is noted during the daily inspections the Permittee shall immediately stop all
dredging activities and notify the Division and WRC. Upon notification, the Division may require
turbidity sampling to be provided by the Permittee. [15A NCAC 02B.0200]
7. No waste, spoil, solids, or fill of any kind shall occur in wetlands or waters beyond the footprint of the
impacts (including temporary impacts) as authorized under this Certification. [15A NCAC 02H .0501 and
.0502]
8. All dredging and material wasting activities shall be performed and maintained in full compliance with
G.S. Chapter 113A Article 4 (Sediment and Pollution Control Act of 1973). If G.S. Chapter 113A Article 4
is not applicable to any portion of this project then the project shall incorporate appropriate Best
Management Practices for the control of sediment and erosion so that no violations of state water
quality standards, statutes, or rules occur. [15A NCAC 02H .0506 (b)(3) and (c)(3) and 15A NCAC 02B
.0200]
Design, installation, operation, and maintenance of all sediment and erosion control measures shall be
equal to or exceed the requirements specified in the most recent version of the North Carolina Sediment
and Erosion Control Manual, or for linear transportation projects, the NCOOT Sediment and Erosion
Control Manual.
All devices shall be maintained on all construction sites, borrow sites, and waste pile (spoil) sites,
including contractor -owned or leased borrow pits associated with the project. Sufficient materials
required for stabilization and/or repair of erosion control measures and stormwater routing and
treatment shall be on site at all times.
For borrow pit sites, the erosion and sediment control measures shall be designed, installed, operated,
and maintained in accordance with the most recent version of the North Carolina Surface Mining
Manual. Reclamation measures and implementation shall comply with the reclamation in accordance
with the requirements of the Sedimentation Pollution Control Act and the Mining Act of 1971.
6. Sediment and erosion control measures shall not be placed in wetlands or waters except within the
footprint of temporary or permanent Impacts authorized under this Certification. [15A NCAC 02H
.0501 and .0502)
7. Erosion control matting that incorporates plastic mesh and/or plastic twine shall not be used along
streambanks or within wetlands. [15A NCAC 02B .0201]
8. An NPDES Construction Stormwater Permit (NCG010000) is required for construction projects that
disturb one (1) or more acres of land. The NCG010000 Permit allows stormwater to be discharged
during land disturbing construction activities as stipulated in the conditions of the permit. If the
project is covered by this permit, full compliance with permit conditions including the erosion &
sedimentation control plan, inspections and maintenance, self-monitoring, record keeping and
reporting requirements is required. [15A NCAC 02H .0506(b)(5) and (c)(5)]

9. All work in or adjacent to streams shall be conducted so that the flowing stream does not come in
contact with the disturbed area. Approved best management practices from the most current version
of the NC Sediment and Erosion Control Manual, or the NC DOT Construction and Maintenance Activities
Manual, such as sandbags, rock berms, cofferdams, and other diversion structures shall be used to
minimize excavation in flowing water. [15A NCAC 02H .0506(b)(3) and (c)(3)]
10. Application of fertilizer to establish planted/seeded vegetation within disturbed riparian areas and/or
wetlands shall be conducted at agronomic rates and shall comply with all other Federal, State and Local
regulations. Fertilizer application shall be accomplished in a manner that minimizes the risk of contact
between the fertilizer and surface waters. [15A NCAC 02B.0200 and 15A NCAC 028 .02311
11. If concrete is used during construction, then all necessary measures shall be taken to prevent direct
contact between uncured or curing concrete and waters of the state. Water that inadvertently contacts
uncured concrete shall not be discharged to waters of the state. [15A NCAC 02B .0200)
12. No temporary impacts are allowed beyond those included in this Certification. All temporary fill and
culverts shall be removed and the impacted area shall be returned to natural conditions within 60
calendar days after the temporary impact is no longer necessary. The impacted areas shall be restored
to original grade, including each stream's original cross sectional dimensions, planform pattern, and
longitudinal bed profile. All temporarily impacted sites shall be restored and stabilized with native
vegetation. [15A NCAC 02H .0506(b)(2) and (c)(2)]
13. All proposed and approved temporary pipes/culverts/rip-rap pads etc, in streams shall be installed as
outlined in the most recent edition of the North Carolina Sediment and Erosion Control Planning and
Design Manual or the North Carolina Surface Mining Manual or the North Carolina Department of
Transportation Best Management Practices for Construction and Maintenance Activities so as not to
restrict stream flow or cause dis-equiilbrlum during use of this Certification. [15A NCAC 02H .0506(b)(2)
and (c)(2))
14. Any riprap required for proper culvert placement, stream stabilization, or restoration of temporarily
disturbed areas shall be restricted to the area directly impacted by the approved construction activity.
All riprap shall be buried and/or "keyed in" such that the original stream elevation and streambank
contours are restored and maintained. Placement of riprap or other approved materials shall not result
in de -stabilization of the stream bed or banks upstream or downstream of the area. [35A NCAC 02H
.0506(b)(2)]
15. Any rip -rap used for stream or shoreline stabilization shall be of a size and density to prevent movement
by wave, current action, or stream flows and shall consist of clean rock or masonry material free of
debris or toxic pollutants. Rip -rap shall not be installed in the streambed except in specific areas
required for velocity control and to ensure structural integrity of bank stabilization measures. [15A
NCAC 02H .0506(b)(2)]
16. This Certification does not relieve the applicant of the responsibility to obtain all other required Federal,
State, or Local approvals before proceeding with the project, including those required by, but not limited
to Sediment and Erosion Control, Non -Discharge, Water Supply Watershed, and Trout Buffer
regulations.

17. All mechanized equipment operated near surface waters shall be inspected and maintained regularly to
prevent contamination of surface waters from fuels, lubricants, hydraulic fluids, or other toxic materials.
Construction shall be staged in order to minimize the exposure of equipment to surface waters to the
maximum extent practicable. Fueling, lubrication and general equipment maintenance shall not take
place within 50 feet of a waterbody or wetlands to prevent contamination by fuels and oils. [15A NCAC
02H .0506(b)(3) and (c)(3) and 15A NCAC 02B.0211 (12)]
18. Heavy equipment working in wetlands shall be placed on mats or other measures shall be taken to
minimize soil disturbance. [15A NCAC 02H .0506(b)(3) and (c)(3)]
19. In accordance with 143-215.85(b), the applicant shall report any petroleum spill of 25 gallons or more;
any spill regardless of amount that causes a sheen on surface waters; any petroleum spill regardless of
amount occurring within 100 feet of surface waters; and any petroleum spill less than 25 gallons that
cannot be cleaned up within 24 hours.
20. Mr. Zach Platek and Grandfather Golf and Country Club shall conduct construction activities in a manner
consistent with State water quality standards (including any requirements resulting from compliance
with section 303(d) of the Clean Water Act) and any other appropriate requirements of State and
Federal law. [15A NCAC 02B .0200] If the Division determines that such standards or laws are not being
met (Including the failure to sustain a designated or achieved use) or that State or federal law is being
violated, or that further conditions are necessary to assure compliance, the Division may reevaluate and
modify this Certification. Before modifying the Certification, the Division shall notify Mr. Zach Platek and
Grandfather Golf and Country Club and the U.S. Army Corps of Engineers, provide public notice in
accordance with 15A NCAC 02H .0503 and provide opportunity for public hearing in accordance with
15A NCAC 02H .0504. Any new or revised conditions shall be provided to Mr. Zach Platek and
Grandfather Golf and Country Club in writing, shall be provided to the U.S. Army Corps of Engineers for
reference in any Permit issued pursuant to Section 404 of the Clean Water Act, and shall also become
conditions of the 404 Permit for the project.
21. Upon completion of all permitted Impacts included within the approval and any subsequent
modifications, the applicant shall be required to return a certificate of completion (available on the DWR
website https://edocs.deg.nc.gov/Forms/Certificate-of-Completion). [15A NCAC 02H .0502(f)]
22. If the property or project is sold or transferred, the new Permittee shall be given a copy of this
Certification (and written authorization if applicable) and is responsible for complying with all
conditions. [15A NCAC 02H .0501 and .0502]
23. This Certification neither grants nor affirms any property right, license, or privilege in any waters, or any
right of use in any waters. This Certification does not authorize any person to interfere with the riparian
rights, littoral rights, or water use rights of any other person and this Certification does not create any
prescriptive right or any right of priority regarding any usage of water. This Certification shall not be
interposed as a defense in any action respecting the determination of riparian or littoral rights or other
rights to water use. No consumptive user is deemed by virtue of this Certification to possess any
prescriptive or other right of priority with respect to any other consumptive user regardless of the
quantity of the withdrawal or the date on which the withdrawal was initiated or expanded.
24. This certification grants permission to the director, an authorized representative of the Director, or
DENR staff, upon the presentation of proper credentials, to enter the property during normal business
hours. [15A NCAC 02H .0502(e)]

25. Non-compliance with or violation of the conditions herein set forth by a specific project may result in
revocation of this General Certification for the project and may also result in criminal and/or civil
penalties.
This approval to proceed with your proposed impacts or to conduct impacts to waters as depicted in your
application shall expire upon expiration of the 404 or CAMA Permit. The conditions in effect on the date
of issuance shall remain in effect for the life of the project, regardless of the expiration date of this

The U.S. Fish and Wildlife Service (Service) has reviewed the information provided in your
correspondence dated March 15, 2017 (received March 17, 2017), wherein you solicit comments
regarding potential impacts to federally protected species that may result from the proposed
project. We submit the following comments in accordance with the provisions of the Fish and
Wildlife Coordination Act, as amended (16 U.S.C. 661-667e); the National Environmental
Policy Act (42 U.S.C. §4321 et seq.); and section 7 of the Endangered Species Act of 1973, as
amended (16 U.S.C. 1531-1543) (Act).
Project Description
On behalf of your client, you are seeking a NWP 3 for proposed impacts to jurisdictional waters
associated with the proposed dredging of an impoundment (Loch Donnie) of the Linville River
associated with a golf course in Linville, North Carolina. You propose to draw down the lake
level in the winter "off season" and divert Linville River inflow into the western channel to
ensure that all excavation work would be conducted in the dry. Once drawn down, a turbidity
curtain would be installed below the dredging area and would remain until the new lake bed has
settled. Approximately 42,000 cubic yards of lake sediment would be mechanically removed
and spoils trucked about I mile upslope to a designated site surrounded ass needed by silt
fencing. Shoreline would be graded to previous contours and stabilized with coir matting and
seeded with erosion control and native wetland mixes. The project would result in temporary
impacts (excavation) to 6.192 acres of open water.
Federally Listed Endangered and Threatened Species
According to our records and a review of the information presented, no federally protected
species or their habitats occur within the project impact area. Therefore, we consider the
requirements under the Act to be complete and require no further action at this time. Please be
aware that obligations under section 7 of the Act must be reconsidered if: (1) new information
reveals impacts of this identified action that may affect listed species or critical habitat in a
manner not previously considered, (2) this action is subsequently modified in a manner that was

not considered in this review, or (3) a new species is listed or critical habitat is determined that
may be affected by the identified action.
The proposed project is located approximately one river mile upstream from a known occurrence
of the Grandfather Mountain crayfish (Cambarus eeseeohensis), which is a federal species of
concern. This narrow endemic species is sensitive to accumulations of fine sediments which
degrade its habitats (interstitial spaces between cobble and boulder) and abundance of its primary
food source (aquatic macroinvertebrates). While this species is not currently afforded legal
protection under the Act, incorporating proactive measures to protect this species may preclude
the need to list it in the future. We offer the following recommendations in the interest of
protecting this and, other fish and wildlife resources:
Sediment and Turbidity Control Measures
Adequate measures to control sediment and turbidity must be implemented prior to any dredging
and ground -disturbing activities in order to minimize effects on downstream aquatic resources.
The turbidity curtain and diversion structures should be routinely inspected (especially during
and after high rainfall/flow events) to ensure that excavation work is conducted in dry conditions
and that project -mediated sediments are contained. Lake refilling should be staged and
monitored in a manner that ensures that disturbed lake sediments are not carried into downstream
reaches of the Linville River.
Invasive Species
Despite their short-term erosion -control benefits, many exotic species used in erosion control
seed mixes and inhibit the reestablishment of native vegetation. Many of these exotic plants are
also aggressive invaders of nearby natural areas, where they are capable of displacing
already -established native species. Therefore, we strongly recommend that only species native
to the natural communities within the project area (including the spoils area) be used in
association with all aspects of this project.

Please be advised that the proposed undertaking lies within the traditional territory of the United Keetoowah Band of
Cherokee Indians in Oklahoma (UKB). This opinion is being provided by UKB Tribal Historic Preservation Officer (THPO),
pursuant to authority vested by the UKB Tribal Council and under resolution 16-UKB-34. The UKB is a Federally
Recognized Indian Nation headquartered in Tahlequah, OK.
Information on Native American use in the project vicinity shows that prehistoric, ethnographic, historic, and traditional
sites of value to the UKB surround the project area. We recommend that a cultural resources inventory be completed
prior to project implementation.

Dear Mr. Elliott:
Biologists with the North Carolina Wildlife Resources Commission (NCWRC) reviewed an
individual permit application for Grandfather Golf and Country Club (GCC) to mechanically
dredge up to 42,000 yd from 6.2 acres and stabilize 1,568 feet of shoreline on Loch Dornie, an
in-line pond on the Linville River in Avery County. I visited the site with staff of the NC
Division of Water Resources (NCDWR) and McGill Associates on April 5, 2017. Our
comments on this application are offered for your consideration under provisions of the Clean
Water Act of 1977 (33 U.S.C. 466 et. seq.) and Fish and Wildlife Coordination Act (48 Stat. 401,
as amended; 16 U.S.C. 661-667d).
There are Brown Trout and Rainbow Trout in the Linville River downstream of the project. To
allow the applicant to achieve this work during their off-season, we will allow work to proceed
during the second half of the Brown Trout moratorium. Project activities should be avoided
between October 15 and December 31. The Linville River also supports the endemic and rare
Grandfather Mountain Crayfish (Cambarits eeseeohensis, US Federal Species of Concern, NC
Significantly Rare).
The project will involve lowering the lake to dewater the upper 6.2 -acre area of Loch Dornie that
is to be dredged. The river will be routed to the western side of the upper lake area to allow the
other side of the lake to dry out. This dewatered side of the lake will be mechanically dredged.
Then flows will be routed to the eastern side of the upper lake area and the western side be
allowed to dry out, after which it will be mechanically dredged. A turbidity curtain will be set up

Grandfather GCC Lake Dredging Project August 11, 2017

Up to 42,000 yd3 of spoil will be deposited on a 1.6 -acre upland site. The spoil area is a cut and
filled area on a steep hillside. We recommend that the applicant perform a geotechnical analysis
of the site to assure that it will remain stable with the planned additional spoil. In addition, we
recommend that additional sediment and erosion control measures be used at the site to ensure
that sediment will not be lost from the area, such as settling ponds.
Flows must be maintained within the Linville River at all times per our recommendations
provided in previous correspondence between McGill Associates and NCWRC in the fall of
2015 (email from J. Vilas to A. Leslie and T. Alexander, November 2, 2015) regarding GCC
dam maintenance activities. This correspondence stipulated that a minimum flow of 2 cfs is to
be maintained at all times, including during pond refill.
In addition, as the dredging activity is so extensive and will likely be implemented during the
trout moratorium, we request that the applicant monitor turbidity at the lake outfall during lake
drawdown, dredging, and refill. We recommend that the applicant work with the NC Division of
Water Resources and NCWRC to develop turbidity monitoring methods, turbidity benchmarks,
and actions to be taken if excessive turbidity does occur.
We offer the following additional recommendations to minimize impacts to terrestrial and
aquatic resources from the project:
1. Project activities should be accomplished as quickly as possible and vigilance used in
sediment and erosion control during site preparation, construction, and clean up. Dredge
areas should be surrounded by silt fence and/or other measures used to retain sediment at the
dredge site.
2. Disturbed areas at the sediment disposal site and stream bank stabilization areas should be
seeded, mulched and/or matted as soon as possible. Any erosion control matting used should
be free of plastic or nylon mesh, as this type of mesh netting frequently entangles wildlife
and is slow to degrade, resulting in a hazard that may last for years.
3. We request that McGill Associates provide daily oversight of project activities, assuring that
adequate sediment and erosion control is being used at both the dredging and spoil deposition
sites.

dredge approximately 42,000 cubic yards of sediment material from the inlet section (approx. 6.19 -acres) of Loch Domie, located on the
Grandfather Golf and Country Club property (see Vicinity Map). The removal of Pete's Island and the sediment material will improve
flow, reduce downstream sedimentation, eliminate the maintenance problems associated with unwanted vegetation in the lake bed, and
improve the aesthetics of the lake. Retaining wall installation will permanently stabilize island shoreline preventing erosion and
sedimentation (see Retaining Wall Map).
The. proposed project is scheduled to take place from January 1 through April 1 during the 2017 winter off-season when Grandfather Golf
and Country Club is closed.

Block 18. Nature of Activity
The project site includes an existing lake (Loch Dornie) on the Linville River with
an earthen dam, several existing roadways and a spoils area, all located on the
Grandfather Golf and Country Club property (see Location Map). The inlet section of the
lake (approx. 6.19 -acres) has become filled with sediment, restricting flow and causing
turbidity during high water events. This has increased water temperature and vegetation
growth due to the shallow depth. Vegetation within the lake has become a maintenance
issue during the growing season. The primary purpose of this project is (a) to remove
accumulated sediment debris to increase depth and minimize aquatic vegetation
blooms in shallow flats, and (b) to stabilize eroding shoreline and islands to reduce
turbidity during high flows.
Four areas are proposed to be mechanically dredged (see Area of Interest Figures):
1). Pete's Island and Inner Lagoon — Approx. 80,000 SF or 1.84 -acres. Estimated
volume of dredge material at 2-8 foot depth of cut = 14.8k CY.
2). Outer Lagoon —Approx. 100,000 SF or 2.30 -acres. Estimated volume of dredge
material at 2-8 foot depth of cut = 18.5k CY.
3). Linville River Channel — 46,000 SF or 1.06 -acres. Estimated volume of dredge
material at 2-3 foot depth of cut, = 4.3k CY.
4). Western Bypass Channel — 43,000 SF or 0.99 -acres. Estimated volume of
dredge material at 2-3 foot depth of cut = 4.Ok CY.
Dredged material will be dewatered and transported via truck to an existing disposal
area on the property (see Vicinity Map).
Proposed work includes the construction of a temporary access ramp into Area of
Interest #1 — Pete's Island and Inner Lagoon at an existing rip rap and stone protected
area located off of the 181h fairway (see Overview Map and Photo Sheets). All equipment
will enter and exit the lake from this single access. The spoils area will be accessed via
the 18th fairway and existing paved roads within the property. Typical excavation
equipment will be used including dump trucks, skid steers, bulldozers, and excavators.
Silt fencing will be installed along the remaining channel flow to eliminate
sedimentation during excavation. Once the lagoon area and Linville River channel have
been excavated to original lake bed elevations, flow will be diverted back to the Linville
River Channel to allow for dredging of the remaining lagoon area and Western Bypass
Channel. Silt fencing will also be installed around the perimeter of the spoils area prior to
receiving dredged material, and around any dewatering areas to prevent sediment
release. During dredging activities, any material that has not sufficiently dewatered will
be side cast within the dredging area to allow for dewatering before removal. An Erosion
Control Plan will be prepared for the spoils area to include silt fence, sediment traps,
diversion ditches, and stabilization measures. Silt fencing would also help prevent
sedimentation during any large rain events that could occur.
A turbidity curtain will be installed in standing water downstream of the dredging area
and upstream from the lake outlet structure to limit sedimentation into the main body of
the lake (see Overview Map). The turbidity curtain will stay in place until all land disturbing

activity in and adjacent to the lake is complete and the lake has refilled with no visible
turbidity. The turbidity curtain and silt fencing would also help prevent sedimentation
downstream in a large rain event.
Upon dredging completion, the lake access point and any other disturbed shoreline
areas will be graded back to original contours and elevations and stabilized with erosion
control matting and seeded with an erosion control seed mix and native NC mountains
wetland seed mix. Lake levels will then be allowed to return to full capacity. Dredged
material will be graded out as fill within the spoils area and permanently seeded with
erosion control and native seed mixes and mulched upon completion.
No direct impacts are proposed to the disposal area. The existing spoils and garden
area is a previously graded and cleared site approx. 1.6 -acres in size with a greenhouse,
storage shed, and large garden. All structures will be removed and the entire area used
for spoils material.
Approximately 1,568 linear feet of shoreline stabilization is proposed to be stabilized
using sections of precast concrete block retaining wall (see Retaining Wall Map). Minimal
grading and excavation will be utilized for retaining wall installation and will be limited to
the shorelines of the four inlet area islands. The proposed work would be completed in
the dry during lake drawdown and dredging activities. GGCC would like to take advantage
of the dry conditions and permanently stabilize these critical areas to avoid any bank
failures in the future.
Block 20. Reason(s) for Discharge
The project involves dredging approximately 6.19 acres of lake bottom and
stabilization of approximately 1,568 linear feet of shoreline. The dredging activity is
estimated to remove up to 42,000 cubic yards of material and the shoreline stabilization
will involve approx. 315 cubic yards of clean stone and masonry below ordinary high
water mark (see Typical Stabilization Detail). Dredged material will be dewatered before
removal with silt fences installed around dewatering areas to prevent sediment release.
The material will then be transported via truck to an existing spoils and garden area
within the Grandfather Golf and Country Club property located on South Wildflower
Road (see Vicinity Map). The spoils area is an existing disposal area that has been
cleared and graded and is approximately 1.6 -acres. Prior to receiving dredged material,
silt fence will be installed around the perimeter of the spoils area as needed to prevent
sediment runoff. Dredged material will be graded out as fill within the spoils area and
permanently seeded with erosion control and native seed mixes and mulched upon
completion.
Approx. 6.19 -acres of temporary impacts associated with the mechanical
dredging of the inlet area of Loch Dornie. Approx. 120 sq ft. of temporary shoreline
impacts associated with the entrance and exit access ramp for mechanical dredging
equipment.

Block 23. Avoidance, Minimization, and Compensation Description
Dredging of Loch Donnie will involve disturbances to the lake. Multiple techniques will
be implemented to reduce impacts:
1. Completing the work in the dry
2. Single access to project area
3. Silt fencing
4. Dewatering of dredged material
5. Turbidity curtain
6. Seeding and coir matting
7. Shoreline stabilization
Downstream flow of the Linville River will be maintained through a 24" pipe valve. Loch
Dornie water levels will be lowered approximately 20 feet below normal pool prior to
dredging activities to ensure that work can be completed in the dry. This should leave 10-
15 feet of head over the discharge pipe through the bottom of the dam. Once lake levels
have been drawn down, the upper lagoon and channel areas will be allowed to drain until
these areas are accessible and material has dewatered. Flow from the Linville River
channel in the lake will be diverted to the western bypass channel with existing material
and/or sand bags, shutting off flow to the Linville River channel and lagoon area side of
the dredging area.
The drainage area of the Linville River at GGCC is approximately 3.6 sq.mi., In the
absence of recorded flow data for this section of the Linville River, comparisons were
made with data from two nearby sources :1) The Linville River gage at Nebo (DA=66.7
sq.mi.) and 2) Mill Timber Creek at Crossnore (DA=3.9 sq.mi.). Drainage area ratios were
used to directly compare recorded low flow data between these watershed areas. Based
on the data, a reasonable estimate for the 7Q10 for the Linville River below the GGCC
dam is 1.5 cfs. The existing 24" cmp through the dam has a capacity of greater than 20
cfs with 4 feet of head over the outlet pipe. We anticipate maintaining at least 10 feet of
depth at the intake.
By drawing down lake levels and performing work in the dry, impacts to downstream
trout habitat should be avoided. This will also take place from Jan 1 through April 1 during
the winter off-season when Grandfather Golf and Country Club is closed and trucks will
be able to haul dredged material to spills area without much auto and pedestrian traffic.
This is a significant safety concern.
Alternatives
Project alternatives include:
1. No action
2. Hydraulic dredging of Loch Dornie
The no action alternative will result in continued restriction of flow, a possible
increase in water temperature, and maintenance problems associated with unwanted

vegetation growth in the shallow lake bed. Sediment buildup in the lake would continue
to restrict flow, creating shallow and more stagnant water, likely with warmer
temperatures. It will also contribute to more unwanted vegetation growth in the lake that
would require management which could potentially increase sedimentation downstream
or degrade water quality.
Hydraulic dredging of Loch Donnie was considered but would not be capable of
removing large material and would be too slow for the volume of material to be dredged.
Hydraulic dredging for sediment removal has been estimated in the $25 to $30 per
cubic yard range, approximately twice the cost of mechanical dredging ($12 to $15 per
cubic yard). In addition, hydraulic dredging is a more time-consuming process and may
not be feasible for completion during the GGCC offseason.
