Site Description
Cape Hatteras Water Association Inc. currently owns approximately 225 acres of land
located in Buxton Woods, Buxton, Dare County. The property is relatively narrow and runs
east-west lying in the approximate center of Buxton Woods and the Barrier Island. The
property may be accessed at the south end of SR 1269 (Waterplant Road). A large swale or
wetland sedge runs roughly down the center of the tract. A wide variety of vegetation is
present in this freshwater wetland. In 1967-1968, twenty water-supply wells were
constructed on this property along the southern edge of this sedge. In 1977 15 additional
wells (identified as "A" wells on plats) were constructed between the existing wells. All of
these wells were installed and screened at depths between 34' and 42' and withdraw from the
freshwater aquifer "floating" beneath the Barrier Island. All of the existing wells are located
on the highground from 6 to 15 feet away from the adjacent wetland sedge. This highground
area around each well is regularly mowed and maintained.
Proposed Development
The twenty wells installed in 1967-1968 are now experiencing problems with sand
plugging up the intake screens at the well point. This has significantly reduced the ability of
each well to withdraw water from the aquifer. It has also resulted in several wells becoming
totally stopped up and having to be abandoned. In order to improve the withdrawal of water,
the Cape Hatteras Water Association, Inc. is proposing to replace 19 of the existing wells.
The replacement wells would be 6" in diameter and be located on the highground area
typically within 10 feet of the existing wells. The new wells are proposed to be constructed
and screened at depths between 50' and 80'. The exact depth would be determined at the
time of construction and be dependent upon the characteristics of the water at a drill depth.
This increase in well depth should result in significant improvement in the quality of the
water withdrawn, as well as an increase in the yield of the water.
The 19 proposed replacement wells are identified on the attached plat and each well's
exact location is described on the attached sheet. As described and as shown, none of the
proposed wells would be located in any wetlands. Rather, the replacement wells have been
specifically designed to avoid wetland areas. Once the new wells have been pumped/drilled
to their optimum depth, a 7' by 7' concrete pad will be constructed around each well. A
pump house will then be constructed on top of each concrete pad to house the electric pump.
Four 2" monitoring wells are also proposed to be located as identified on the plat.
These are proposed to help monitor the freshwater aquifer and any upconing of salty water
from below this aquifer. These monitoring wells are proposed to be screened between depths
of 110' and 120'.
Protect Impacts
No wells are proposed in any wetlands. Construction of the wells should not impact
any wetlands. The increased withdrawal of water from the freshwater aquifer will be limited
by the aquifers ability to recharge. Previous and current studies have found little if no
impact to wetland vegetation from withdrawal of freshwater near the wetland sedges. Wells
#18 and #19 are located less than the required distance from adjacent properties (#18 less
than 100' from Tracy Austin property; well #19 less than 100' from NC State property).
Cape Hatteras Water Association will need to obtain restrictive easements on these adjacent
properties so that these wells can be constructed. The US Department of the Interior,
National Park Service, Cape Hatteras National Seashore has already provided a letter
indicating no development is proposed on Cape Hatteras National Seashore property which is
located less than 100 feet from proposed wells #4 - #17. No historical or archaeological
sites have been identified within the project area.
CAMA Review
The proposed new wells are to be located in the Cape Hatteras Wellfield Area of
Environmental Concern. This AEC was specifically created to protect the freshwater aquifer
for public consumption. This proposal appears to be consistent with that objective. The
review and consistency determination with the Dare County Land Use Plan will be conducted
and submitted under separate cover from Stephen Gabriel.

This letter is written to confirm our recent discussions regarding replacement of the supply
wells in the Frisco wellfield. As you know, the first 20 supply wells were constructed during the
winter of 1967-68 and are now about 27 years old. This is well past the normal expected life of
about 20 years for supply wells and explains why you are encountering increasing difficulties with
screen failure and sand production by your supply Nvells.
In planning well replacement, an important question concerns the depth at which the new
supply wells should be screened. The results of last summer's experiment, when the depth at which
well No. 3 is screened was increased from 60 ft to 70 ft with a resulting dramatic improvement in
water quality, suggests that all new supply wells should be screened in the lowest permeable zone
in the Buxton Woods aquifer. Such wells will not only produce much better quality water, which
will reduce treatment costs, but will also have larger yields because of the larger available
drawdow n.
Relative to the "lowest permeable zone," the electric and gamma-ray logs obtained during
the test-well drilling program in 1990 shows, in all wells except test well No. 7, a relatively
permeable zone between about 50 and about 80 ft. In test wells No. 1, 2, 4, and 6 this zone in fact
appears to be more permeable than the zone screened in the existing Frisco wells. I suggest,
therefore, that in your well-permit application you indicate that a 10 ft length of screen will be
installed in the most permeable zone penetrated between depths of 50 ft and 80 ft. The
determination of the actual depth screened at each well to be based on well cuttings and/or electric
and gamma-ray logs.
The existing wells in the Frisco wellfield were screened at a shallower depth than that
discussed in the preceding paragraph because of concern about upconing of salty water below the
confining bed. There is no indication so far that upconing has or is occurring. However, this may
change when the new supply wells are screened at a lower level. In order to determine if this does
in fact occur, i suggest that you also request permission to install at least four deep monitoring
wells. Three of these wells should be located between 5 and 10 ft from supply well Nos. 8, 14,
and 20. The fourth well, if needed, would be drilled at a site to be determined later based on data
collected from the new supply and monitoring wells. It might be desirable, for example, to locate
this well near well No. 14 in the middle of the wellfield and screen it at the depth at which the
water contains 250 mg/1 of chloride. You should indicate in the well-permit application that the
first three monitoring wells will be finished with a 3 to 5 ft length of screen in the most permeable
zone between depths of about 110 and 120 ft.
I believe this covers all the items of concern at this point except to note that you are living
on "borrowed time" with the 20 original supply wells. I therefore urge you to replace these wells
as quickly as conditions permit.

by the aquifers ability to recharge. Previous and current studies have found little if no
impact to wetland vegetation from withdrawal of freshwater near the wetland sedges. Wells
#18 and #19 are located less than the required distance from adjacent properties (#18 less
than 100' from Tracy Austin property; well #19 less than 100' from NC State property).
Cape Hatteras Water Association will need to obtain restrictive easements on these adjacent
properties so that these wells can be constructed. The US Department of the Interior,
National Park Service, Cape Hatteras National Seashore has already provided a letter
indicating no development is proposed on Cape Hatteras National Seashore property which is
located less than 100 feet from proposed wells #4 - #17. No historical or archaeological
sites have been identified within the project area.
CAMA Review
The proposed new wells are to be located in the Cape Hatteras Wellfield Area of
Environmental Concern. This AEC was specifically created to protect the freshwater aquifer
for public consumption. This proposal appears to be consistent with that objective. The
review and consistency determination with the Dare County Land Use Plan will be conducted
and submitted under separate cover from Stephen Gabriel.

sectional drawings) drawn to scale in black ink on an 8
