PROTECT DESCRIPTION The project site is located adjacent to Kings Lynn Drive (SR 1828), at the west end of Long Beach, in Brunswick County, North Carolina. The 9.04 acre tract is situated on the northern side of the island, adjacent to. Lockwood Folly Sound (also known as Eastern Channel). There is approximately 850 feet of road frontage along the existing Kings Lynn Drive, which runs through the northern edge of the property. There is an existing 12 inch water line within the Kings Lynn Drive right-of-way which continues to the west, under Lockwood Folly Inlet to Holden Beach. The road right-of-way separates the tract from MHW on the northwestern side of the property, but a narrow band of highground separates road from the sound through the middle and northeast. portion of the tract. The depth of the tract varies from approximately 390 feet on the west side to 750 feet on the east side. The property lies approximately 400-600 feet landward (north) of the first line of stable vegetation of the Atlantic Ocean and approximately 400-800 feet east of the same vegetation line along the shoreline of the Lockwood Folly Inlet. The topography consists of rolling sand dunes (Newhan fine sand), with typical dune vegetation, predominately., Sea Oats, Smilax, Yucca, other dune grass, and an occasional Red Cedar and Dune-Elder (Iva imbricata). A small shrub thicket occupies a low area on the northwest portion of the property. Wax Myrtle is the most prevalent species, but Yaupon, Red Cedar, and Cherry were also observed. The waters of Lockwood Folly Sound are classified SA, by the N.C. Division of Environmental Management, and are OPEN to the harvest of shellfish. Portions of the tract are within the Ocean Erodible and Inlet Hazard areas of the Ocean Hazard Area of Environmental Concern, as designated by the North Carolina Coastal Resources Commission. The Long Term Average Annual Erosion Rate is 2 ft. /yr. on the west end of Long Beach. Historically, the west end of Long Beach has experienced significant erosion. Originally, the road made a complete loop around the end of the island. The road was over-washed a number of times during the 1960's and 1970's. After it was washed out by a storm in 1979, NCDOT never rebuilt the road. In recent years, Lockwood Folly Inlet has been migrating west, and the west end of Long Beach has been accreting, with dune development and natural vegetation colonization, 800 to 1200 feet west and south of it's 1979 location. The applicants have subdivided to property into 14 single-family lots, creating the Harbor at Kings Lynn subdivision. The lots are oriented north/south and are approximately 50 feet wide and 400-600 feet long. All of the lots are located south of Kings Lynn Drive. The portion of the tract on -the north side of Kings Lynn Drive (.65 acres), is designated as common area, and will be subsequently deeded to the subdivision's homeowners association. Individual septic tank systems would provide wastewater disposal for each residence. The applicants propose to construct a potable water line to serve eight (8) of the fourteen (14) individual lots. The existing Brunswick County/Long Beach 12-inch waterline ends at a valve box, within the Kings Lynn Dr. right-of-way, at Lot 8 of the new subdivision. The applicants propose to establish a utility easement, adjacent to the road, 20 feet wide, along the north side of Lots 1-8. A waterline extension would be installed to provide potable water to those lots which could not hook-up directly to the existing line. The waterline would be approximately 400 feet long and six (6) inches in diameter. A fire hydrant would also be installed at the end of the new waterline. The waterline would be installed by the applicant and ownership subsequently transferred to the subdivision property owners for long term maintenance and/or repair. Additional Soil disturbance and creation of impervious surface area would occur with the subsequent construction of single-family houses.
