PROJECT SUMMARY: The applicant proposes to install utilities and common driveways for 12 undeveloped, single family lots known as Ocean Wynds, Section III. Ocean Wynds, Section III Page 2 May 13, 1994 9. PROTECT DESCRIPTION The proposed project is the third section of an existing subdivision. The other two sections are ocean-front. This section III, is sound-front, across Highway 1568 from the other sections. The applicant is proposing to install common access driveways onto Highway 1568 which was recommended or required by the Department of Transportation. Also proposed is installation of utilities. Building envelopes have been shown on the site plan. Individual lots will be sold and those buyers will be responsible for obtaining Minor Permits for the construction of the houses within these envelopes. This tract of land is approximately 11.0 acres in size. A large portion of the tract is coastal and 404 wetlands. All proposed development has been shown outside of the area designated as wetlands. However, Snartina patens is sparsely located over the upland portion slated for the development along with other beach grass species. The open area vegetated with beach grasses drops off to low thickets. A couple of areas drop off into low cattail pools before joining the broad expanse of coastal marsh that is adjacent to the water. The applicant proposes to disturb approximately 0.6 acres for installation of the drives and sewer mains. This development falls within the Town of North Topsail Beach's planning and zoning jurisdiction and is classified as Transitional by the Land Use Plan. The adjacent waters of the Atlantic Intracoastal Waterway are classified as SA ORW by the Division of Environmental Management. The AIWW is designated as primary nursery area by the Division of Marine Fisheries and is open to the taking of shellfish. 10. ANTICIPATED IMPACTS Paving and development of this section may increase the amount and decrease the quality of stormwater runoff into the marsh. Continued development along the sound makes less land available for wildlife habitat. Removal of trees and vegetation make the sandy soil of the island more vulnerable to erosion.
