On Tuesday, July 30, 2019 I met with Vincent Edwards (ORC) at the High Vista Falls WWTP for a
follow up inspection and compliance sampling.
The composite sampling is still not flow proportional. According to Mr. Edwards the current flow meter
is not capable of interfacing with the composite sampler. The only response I have received to date
from A&D Utility is that Mr. Deaver does not believe flow proportional composite sampling is a
requirement.
The tertiary filters remain in the same condition, broken and short circuiting.
The EQ basin is quickly accummulating grease and rags again and may need to be pumped out again
soon. Ideally the EQ basin would be pumped out prior to an accumulation of rags and grease that
requires multiple pumping events/truckloads.
Recently the wooden stairs that were in the post aeration tank collapsed while Mr. Edwards was
standing on them. They have been replaced by a ladder bolted into the concrete of the tank. The
ladder appears secure but more safety measures should be put in place to ensure the safety of the
ORC who is alone on duty at the plant.
I split samples with Mr. Edwards for TSS, BOD, NH3, and Fecal Coliform.
Our lab's results were as follows: TSS- <6.2 mg/L (undetect), BOD- 2.7 mg/L, Fecal- 46 cfu/100mL,
NH3- still pending.

The chart recorder does not work on the flow meter. The flow meter is not adequate for flow
proportional sampling because it apparently cannot interface with a sampler for flow based
sampling.

The facility is not performing flow proportional sampling because they don't have a flow
meter that can interface with the sampler for flow based sampling. Currently the sampler is
set up to draw 200ml aliquots every hour for 24 hours/events. An aliquot draw yielded
approximately 150ml of sample.
