8. PROJECT SUMMARY: The applicant proposes to construct a 5' by ±2300' long elevated
boardwalk around the perimeter of a ±7 acre tract of wooded wetland. Nine overlooks are proposed
along the boardwalk as well as one octagon shaped elevated platform which will be constructed into
the Scuppernong River. Also proposed is a 23' by 23' open classroom structure over the wooded
wetland.

Project setting
The project site is located on the south side of the Scuppernong River off Water Street
immediately south of the US 64 bridge at Columbia in Tyrrell County, North Carolina. The
proposed site is approximately 7 acres of wooded wetlands. The property is vegetated with
various hardwoods including juniper, cypress, gum, and maple, and various species of
herbaceous woody plants. The property effectively forms a triangle bordered on one side by the
Scuppernong River, on another side by Grindle Hill Canal, and on the shorter third side by
similar wooded wetland. The portion of this adjacent wooded wetland which borders the
Scuppernong River is also owned by the Town and defines the southern terminus of the existing
Town boardwalk. At present there is no development on the project site.
Scuppernong River is classified as SC by the Environmental Management Commission.
Project description
The Town of Columbia proposes to construct a 5' by ±2300' long elevated boardwalk
around the perimeter of the ±7 acre project site. The proposed boardwalk will connect into the
existing platform at the end of the existing Town boardwalk. At various locations along the
boardwalk route, the width will be expanded by 4' 6" for a linear distance of 15' to create nine
overlooks. At the western most end of the boardwalk a 16' diameter octagon shaped platform
will be constructed over the Scuppernong River. This platform will be at an elevation higher
than the adjacent boardwalk and will be accessed by ramping the boardwalk up to the platform
height. On the eastern end of the project site a 23' by 23' roofed structure with open sides is
proposed which will serve as an educational classroom. The majority of the proposed
development will take place over wooded wetland with the octagon platform and the connection
to the existing boardwalk being over the Scuppernong River.
Anticipated impacts
The project as proposed will result in the shading of f 12,636.5 ftz of wooded wetland
and f 256 ft2 of river bottom. The project will result in localized turbidity as a result of the
construction activities.

In addition to the completed application form, the follow-

A copy of the deed (with state application only) or other
instrument under which the applicant claims title to the
affected property. If the applicant is not claiming to be
the owner of said property, then forward a copy of the
deed or other instrument under which the owner claims
title, plus written permission from the owner to cant' out
the project.
An accurate work plat (including plan view and cross
sectional drawings) drawn to scale in black ink on an 8
1/2 x 11 white paper. (Refer to Coastal Resources
Commission Rule 7J.0203 for a detailed description.)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue-line
prints or other larger plats are acceptable only if 18 high
quality copies are provided by applicant. (Contact the
U.S. Army Corps of Engineers regarding that agency's
use of larger drawings.) A site or location map is a part
of plat requirements and it must be sufficiently detailed
to guide agency personnel unfamiliar with the area to the
site. Include county road (SR) numbers, landmarks, and
the like.
A stormwater management plan, if applicable, that

Division of Environmental Management.

adjacent waterfront (riparian) landowners. These

Enclosed is the application of Town of Columbia for Department of the
Army authorization and a State Water Quality Certification to construct a 5-
foot-wide, 2,300-foot-long elevated boardwalk with nine (9) overlooks and an
octagon platform over wetlands and the Scuppernong River, Columbia, Tyrrell
County, North Carolina. Your receipt of this letter verifies your acceptance
of a valid request for certification in accordance with Section 325.2(b)(ii)
of our administrative regulations.
We are considering authorizing the proposed activity pursuant to Section
404 of the Clean Water Act, and we have determined that a water quality
certification is required under the provisions of section 401 of the same law.
A Department of the Army permit will not be granted until the certification
has been obtained or waived.
In accordance with our administrative regulations, in most cases, 60 days
after receipt of a request for certification is a reasonable time for State
action. Therefore, if you have not acted on the request, or asked for an
extension of time, by September 22, 1994, the District Engineer will deem that
waiver has occurred.

8. PROJECT SUMMARY: The applicant proposes to construct a 5' by ±2300' long elevated
boardwalk around the perimeter of a ±7 acre tract of wooded wetland. Nine overlooks are proposed
along the boardwalk as well as one octagon shaped elevated platform which will be constructed into
the Scuppemong River. Also proposed is a 23' by 23' open classroom structure over the wooded
wetland.

Project setting
The project site is located on the south side of the Scuppernong River off Water Street
immediately south of the US 64 bridge at Columbia in Tyrrell County, North Carolina. The
proposed site is approximately 7 acres of wooded wetlands. The property is vegetated with
various hardwoods including juniper, cypress, gum, and maple, and various species of
herbaceous woody plants. The property effectively forms a triangle bordered on one side by the
Scuppernong River, on another side by Grindle Hill Canal, and on the shorter third side by
similar wooded wetland. The portion of this adjacent wooded wetland which borders the
Scuppernong River is also owned by the Town and defines the southern terminus of the existing
Town boardwalk. At present there is no development on the project site.
Scuppernong River is classified as SC by the Environmental Management Commission.
Project description
The Town of Columbia proposes to construct a 5' by ±2300' long elevated boardwalk
around the perimeter of the ±7 acre project site. The proposed boardwalk will connect into the
existing platform at the end of the existing Town boardwalk. At various locations along the
boardwalk route, the width will be expanded by 4' 6" for a linear distance of 15' to create nine
overlooks. At the western most end of the boardwalk a 16' diameter octagon shaped platform
will be constructed over the Scuppernong River. This platform will be at an elevation higher
than the adjacent boardwalk and will be accessed by ramping the boardwalk up to the platform
height. On the eastern end of the project site a 23' by 23' roofed structure with open sides is
proposed which will serve as an educational classroom. The majority of the proposed
development will take place over wooded wetland with the octagon platform and the connection
to the existing boardwalk being over the Scuppernong River.
Anticipated impacts
The project as proposed will result in the shading of ±12,636.5 ft2 of wooded wetland
and ±256 ft2 of river bottom. The project will result in localized turbidity as a result of the
construction activities.

Enclosed is an application form for pernission for a Major Development CAMA Permit for
construction of an interpretive boardwalk trail in Columbia, NC. The project consists of a 2300' by
5' boardwalk, with 9 (9 ft by 15 ft) interpretive overlooks, an observation platform, and a small
educational structure in a 7-acre tract adjacent to the town.
The proposed development will connect to the existing riverfront boardwalk and will serve as
a main environmental attraction for the Town of Columbia and the proposed North Carolina Center
for the Sounds Visitor and Environmental Education project. It will provide opportunities for people
of all abilities to see and learn about the rich wetland ecosystems, the importance they play in sus-
taining life, and their part in the cultural heritage of the region. In addition, this interpretive trail will
be a major component of the Scuppernong River Greenway and will add tremendously to Tyrrell
County's and the surrounding region's efforts to protect and promote these outstanding natural
resources.
Intrusion into the wetlands area will be controlled, during both the construction process and
subsequent visitor use of the boardwalk. The boardwalk will be built of salt-treated lumber posts
and beams with recycled material for decking and the railings at overlooks. Grade changes are
ramped to make the boardwalk fully accessible. If you have any questions, please do not hesitate to
