Subject: Delayed Start Date of Full Electronic Submittal — Mid -October
Since May, DWR has been collecting and processing Electronic Signature Agreements (ESAs). These agreements, along
with a few additional changes, will allow you as users with submit privileges to send in DMRs electronically without the
additional submittal of hard copies. Once the new process is in place, you will need to have ESA credentials to submit
DMR data and stay in compliance with your permit conditions. While we have made a lot of progress, we still have not
received ESA submittals from around 20% of our permittees. The Division wants to get as close to 100% submittal as
possible before implementing the new procedures.
For this reason, DWR is delaying the implementation of the new process until mid -October. For August and
September, you will need to continue to submit DMRs electronically through the system and submit hard
copy DMRs to the Division as well.
If you have already submitted your ESA information, then nothing additional is required from you at this time. Please
wait for further directions that will come in additional emails from our IT staff in late September and early October. If
you are unsure if you have submitted, you can check this Tracking Document to see if we have received your
submittal. The document is sorted by permit number, so find your permit number and check the column at the right to
see if we have your submittal.
If you have not submitted your information, then please provide it as soon as possible. The forms can be found under
Electronic Signature Agreement at this Forms and Reports page on our website. Our Regional Office Staff may also
touch base with you about getting this process completed.
There are also a few ESA documents that are in house but have incomplete information. Our eDMR Administrator —
Michele Scott — has been in touch with these permittees to obtain the needed additional information. If you have any
current requests from Michele, please respond to her with the necessary information so she can finalize things in the
system for your facility.
Please be advised that once the new electronic process is completed, you will need the new Electronic Signature
Agreement credentials to submit data electronically, as current credentials will no longer work for submittal. Your
wastewater NPDES permit requires that you meet federal requirements to submit your DMR data
electronically. Therefore, we want to ensure that we receive your ESA submittals in order for all facilities to remain in
compliance with their permit conditions.
This will be the last delay in our process and the system will be in place by mid -October. Users who have submitted
ESA's will be contacted at a later date by Department IT staff with further information and actions you must take in this
process to select new passwords and create challenge questions. You should receive these emails in late September and
early October. In the interim, as noted above, please continue to follow the current procedures for DMR submittals.
