The Division will grant the variance request for the modified peaking factor for the Poplin Road Pump Station, in accordance with the provisions for alternative design under 15A NCAC 02T.0105(n): 1. Pursuant to the variance request received February 7, 2019,with additional information received May 13, 2019,the permitting of flows through the Poplin Road Pump Station may utilize a peaking factor of 1.64 for the purposes of the Flow Tracking for Sewer Extensions(FTSE) form due to the available redundancy for wet weather flows provided by the proposed future equalization basin to be located at the pump station, per the provided plans, calculations, and supplementary documentation.This approval is subject to the following conditions: a. The approved modified design peaking factor may not be utilized for the purposes of calculating FTSE flows through the Poplin Road Pump Station until the proposed equalization basin is permitted, constructed,operational,and the Engineer's Certification has been received by the Division. The dry-weather average daily and peak flows shall be assessed annually to verify the design peaking factor approved above, as well as ensure that the dry-weather peak flows remain less than or equal to the firm capacity of the pump station (3.64 MGD). This analysis shall also include documentation verifying that the equalization basin is effectively mitigating wet weather flows.The annual data verification for each calendar year shall be submitted to the Division's Central Office staff no later than June 30th of the following year.Should the data demonstrate that the above reduced peaking factor is no longer appropriate,this variance approval shall be reevaluated. Regardless of the variance approval, in the event that the wastewater collection facilities fail to perform satisfactorily, including the creation of nuisance conditions,the Permittee shall take immediate corrective action, including those as may be required by this Division, such as the construction of additional or replacement facilities. Approval of the variance request does not constitute approval of the permit.
