Dear Mr. Overcash:
On August 19, 2019, Brian Lambe from the Wilmington Regional Office of the Division of Energy,
Mineral, and Land Resources (DEMLR), conducted a compliance evaluation inspection for Elementis
Chromium Facility located in Holly Shelter Road, New Hanover County, North Carolina. The site drains
to Northeast Cape Fear River, which is currently classified as Class B Sw Waters in the Cape Fear River
Basin.
The following observations were noted during the DEMLR inspection (please see the attached
addendum for additional information about your permit):
1) Stormwater Pollution Prevention Plan (SPPP)
A Stormwater Pollution Prevention Plan (SPPP) has been developed, recorded, and properly
implemented.

Inspection Summary.
Met wtih Sean Coury, PE, compliance contractor for Elemenlis.
The SPPP included all required elements and is continually updated.
The sampling program has been conducted on a semi-annual basis.
The facility stormwater is mostly treated by the wastewater permit. A small area on the north corner of the facility drains
offsite in an extreme rain event. The area is used as a boneyard of facility parts, railroad, ties, etc. There are curbs and
swales to control stormwater. Low points within the facility serve as storage until the stormwater can be pumped to the
storage container (600,OOOgai), where SW awaits treatment prior to going to the WW ponds.
There were some impacts from Hurricane Florence to the wastewater ponds, but under supervision of DWR.
No issues with the capped area to the North of the property. Dock is not used for industrial purposes.
The facility was very well maintained with great attention to housekeeping.
No coal is currently used onsite.
