The ASU plant facility is currently under construction. Airgas is submitting one(1)original application and one (1)copy of the application for a sewer permit for construction and operation of the pump station in Mebane, North Carolina. The application package includes the following: • Cover letter(this letter); • Signed and certified Form FTA 04-16 (Fast Track Sewer System Extension Application) (Attachment 1); • Registration documentation for business with the North Carolina Secretary of State (Attachment IA); • Signed and certified Form FTSE 04-16 (Flow Tracking/Acceptance for Sewer Extension Applications)provided by the City of Mebane(Attachment 2); • Site Maps including a USGS topographic map and a street level site location map (Attachment 3); • Pump station design narrative(Attachment 4); and • Application fee in the amount of$480 payable to North Carolina Department of Environmental Quality(NCDEQ)(Attachment 5) The instructions for Form FTA 04-16 serve as a checklist. Of the items required to be submitted in the instructions, it is determined in accordance with our review of the requirements that the following items are not applicable and therefore they are not included in the application package: • G. Existing Permit(All Modification Packages). • H. Power Reliability Plan(Required if portable reliability option utilized for Pump Station). • 1. Certification of Public Convenience and Necessity (All application Packages for Privately- Owned Public Utilities). • J. Operational Agreements(Applications form HOA/POA and Developers for lots to be sold). I Airgas Permit Application for the Pump Station August 5, 2019 Page 2 of 8 Airgas USA, LLC is registered for business with the North Carolina Secretary of State. The Secretary of State Identification Number for Airgas USA, LLC is 1296950. The information provided by the North Carolina Secretary of State web page is included in the application package. The City of Mebane has agreed and approved to accept Airgas' industrial wastewater into its wastewater treatment plant and has provided the completed and certified Form FTSE 04-16. Please note that the pump station design narrative is not required but submitted to support this permit application document. Design items presented in the narrative are reflected in the engineering design drawings. The site has a National Pollutant Discharge Elimination System (NPDES) and Soil Erosion and Sediment Control (E&SC) Plan for construction. The construction of the pump station and force main will comply with the current NPDES Permit and E&SC Plan for construction. We trust that the information presented in the application package is sufficient for review and approval. In accordance with the overall facility's construction schedule, the ASU plant is scheduled to start up by the end of October 2019 and therefore, we would like to receive the permit for the construction and operation of the proposed pump station as quickly as possible so that the procurement of key equipment units and the construction of the pump station and pipeline can take place immediately thereafter. The facility will use the atmospheric air as the raw material and produce liquid Nitrogen, liquid Oxygen and liquid Argon via physical separation processes and distribute the products to customers in the region via tank trucks. In accordance with the underground utilities design, there will be two separate sewer lines that discharge from the proposed ASU plant facility:(1)domestic sewer line and(2)industrial wastewater sewer line. The domestic wastewater(approximately 540 gallons per day(GPD)based on 30 GPD per employee and a total of 18 employees)will be discharged by gravity, while all the industrial wastewater streams will be collected in a pump station first and pumped into a downstream manhole. The domestic and industrial wastewater streams will be combined in the downstream manhole and the combined wastewater will flow from the manhole into the public sewer by gravity. An average industrial wastewater flow is approximately 46,000 GPD. Discharge to the POTW: All the wastewater from the proposed facility will be discharged into the City of Mebane Publicly-Owned Treatment Works(POTW). The City of Mebane Industrial User Wastewater Survey and Permit Application was submitted to and reviewed by the City of Mebane POTW. It has been determined that an Industrial User Permit is not required for the proposed facility to discharge industrial wastewater into the City of Mebane's POTW. Objective of this Pump Station Design Narrative This pump station design narrative("Narrative")is prepared to summarize key elements in the pump station design in an effort to help speed up the pump station and force main permitting process. The Narrative only includes relevant key process design information. Narrative- 6 August 2019 Airgas USA, LLC—Mebane, NC ASU Permit Application for the Pump Station 2.0 REVIEW OF THE APPLICABLE REGULATIONS AND DESIGN CRITERIA AND THE PERMITTING PROCESS FOR PUMP STATIONS AND FORCE MAINS In accordance with 15A NCAC 02T .0300, a pump station and force main with equal to or more than 600 GPD of flow is subject to the North Carolina Department of Environmental and Natural Resources (NCDENR)pump station and force main permitting. The design criteria specified in 15A NCAC 02T.0305 will need to be met. NCDENR has provided the Minimum Design Criteria (MDC) for the Permitting of Pump Stations and Force Mains that can be followed and used by applicants who will prepare the fast track sewer system extension application and submit it to the North Carolina Department of Environmental Quality (NCDEQ) Division of Water Resources (DWR). The Minimum Design Criteria has been adopted by the DWR. The pump station and force main design follows the requirements in 15A NCAC 02T.0305 and the MDC for the Permitting of Pump Stations and Fore Mains. Airgas submits the Fast Track Sewer System Extension Application to the permitting authority. 3.0 INDUSTRIAL WASTEWATER STREAMS AND FLOWS ESTIMATE Again,an average industrial wastewater flow is approximately 46,000 GPD. A breakdown of the industrial wastewater flows is presented below. All components of the production equipment unit are electrically operated. In the event that there is a power outage at the ASU plant, the ASU plant operations simply stop and consequently, no industrial wastewater will be generated from the production operations and flow into the pump station. It is reviewed below how each industrial wastewater stream generation will be affected by a power outage. 1. Cooling tower blowdown: All cooling tower recirculation pumps will stop, there will not be evaporation from the cooling tower,solenoid valves will not open, and consequently,there will not be any blowdown from the cooling tower. 2. Side stream filter backwash water: Filter backwashing will occur once a day. The backflow pumps that require electrical power will not be in operation and there will not be any filter backwash water during power outage. Miscellaneous use—eve wash emergency shower,etc: During a power outage, it is not anticipated that there will be eye washing and emergency shower. 4. Compressors condensate: There will not be any air intake,air compressors will not be in operation, and consequently no condensates will be generated. 5. Washdown / drains from truck Shop / compressor building? Washdown activities are not electrically driven. There will be a procedure to be established for all employees for no Washdown during power outage. 6. Stormwater from the truck scale area: Stormwater to be collected in the truck scale area is to be pumped. Because of no power during power outage,the pump will not work to pump the collected rain water into the pump station. Thus, when there is a power outage at the ASU plant,there will not be industrial wastewater and rainwater that will flow into the pump station and therefore, there will be no industrial wastewater that will need to be pumped out of the pump station. 4.0 DESIGN BASIS FOR PUMPS, PUMP STATION AND FORCE MAIN Due to the elevation differences between the industrial wastewater generation sources and the public sewer identified during the design of the underground utilities for the facility, the gravity sewer is infeasible and therefore, the industrial wastewater streams will need to be collected and pumped into the public sewer. Thus, the objective of the pump station is to hydraulically convey the collected industrial wastewater streams into the public sewer line. The working capacity of the pump station is determined to accommodate two key factors below. (1) The City of Mebane's flow requirement(s) from the pump station into the public sewer; and (2) Industrial wastewater flowing into the pump station. The City of Mebane has limited the pump station discharge flow to 100 gallons per minutes (GPM). The pump station will need to be able to handle the flow rates, frequencies and durations of all the industrial wastewater streams. Industrial wastewater flow rates, frequencies and durations are summarized below. (2) These flows will be treated with and/or flow through the oil/water separator prior to entering the pump station. (3) The runoff from the truck scale area is collected in a sump located in the truck scale area and pumped into the oil/water separator and then flow into the pump station. The pumping rate is limited to 20 GPM by design. (4) An average runoff flow from the truck scale area is estimated based on the annual rainfall of 45 inches and the drainage area of 5,152 ft'. 5.0 PUMP DESIGN In accordance with the City of Mebane's requirements,the pump will be sized and selected to pump at less than 100 GPM of flow out of the pump station and convey through the pipeline between the pump station and the downstream manhole. The number and capacity of each pump is as follows: No. of pumps: 2 submersible pumps(one standby) Pumping capacity: 80 GPM(Nominal); 100 GPM (Maximum)each Each pump will handle the flow rate of 80 GPM at the pipe length of 281 feet (between the pump station and the downstream manhole) and the lift head in the pump station elevation. Also, each pump will maintain the required minimum velocity of 2 ft/sec in the pipeline. The force main pipe diameter is selected at 4 inches which provides 2.04 ft/sec at the flow rate of 80 GPM. The Total Dynamic Head is calculated to be approximately 13 ft. An average estimated pump run time per day is approximately 575 minutes(an average daily flow of46,000 GPD divided by the pumping rate of 80 GPM), equivalent to approximately 9.6 hours. In general, the run time will likely be less in winter than in summer due to the cooling tower blowdown flow changes. Also, there will be higher run time during a rain event. 6.0 PUMP STATION DESIGN As presented in Section 4.0, the side stream filter backwash water is generated at the flow rate of 1,000 GPM for 3 minutes and is the dominant flow for a short period among the industrial wastewater streams. The pump station will need to be able to accommodate the instantaneous flows that it receives at the discharge pumping rate of 80 GPM. In accordance with an NCDEQ DWR representative consulted during the pump station design, a waiver is possible;however, due to project time constraints,the project team has decided to provide a standby power source with automatic activation and telemetry for the permitting purpose. Site selection,structural design,piping and valves and appurtenances will be shown in the design drawings. 7.0 FORCE MAIN DESIGN The force main pipe length is approximately 281 feet between the pump station and the downstream manhole. Other design information is summarized below. • Material: PVC • Diameter: 4 inches • Velocity: 2.04 ft/sec based on the flow of 80 GPM and a 4-inch diameter • Surge and water hammer will be shown in design drawings if applicable. • Appurtenances will be shown in design drawings if applicable. • Installation will be shown in design drawings. 8.0 OPERATION AND MAINTENANCE In accordance with the Operations and Maintenance(O&M)Manual requirements in the Minimum Design Criteria for the Permitting of Pump Stations and Force Mains (Section 6.01), an O&M Manual will be prepared for the proposed pump station and force main and kept in the office of the ASU plant facility. It is anticipated that at a minimum, the following will be included: I. Approved shop drawings, including design data for all installed equipment and each major component and a pump curve/system curve analysis showing the design operating point(s). 2. Control panel wiring diagrams. 3. Warranty information for all installed equipment and each major component. 4. Inventory, functional descriptions, and complete operating instructions for all installed equipment and each major component. 5. Instructions for start-up/shut-down as well as for calibration and adjustment of all installed equipment and each major component. 6. Recommended maintenance management system, including preventative and predictive maintenance, for all installed equipment and each major component. 7.
