Here’s a brief summary of our meeting from my recollection. Feel free to chime in if I’m off on something.  As we understand it, Ross determined that everything immediately upstream of the cart path was jurisdictional wetland with drainage patterns and everything immediately from the cart path down was stream channel (no wetlands).  We understand that the stream channel currently starts at the large headcut under the cart path.  We understand that Ross and Stephanie both concurred that the stream should be repaired/stabilized to protect the existing structures, prevent further excessive sediment loss downstream and to protect the wetland system above the cart path.  Ross is going to confirm that the proposed emergency repair work discussed could fall under a non-reporting NWP18. The emergency repair work would be limited to only within the head cut area surrounding the main irrigation line, and not extend up into the wetlands or downstream into the riffle/pool complex sections of the stream.  Ross is going to confirm that the proposed stream repair/stabilization work discussed can be permitted under NWP13, NWP13/18 or NWP27. Patrick is currently working with Glenn on the emergency repair plan. We are taking the assumption the work can be done as non-reporting under NWP18. But, we will provide a description and exhibits of the work proposed in a courtesy email to both Ross and Stephanie. We’ll then follow up later with an application requesting verification under a NWP/GC for the proposed stream repair/stabilization. We’re available if you have any questions. Otherwise, we’ll wait for the confirmations regarding NWP use from Ross.                                     Ross & Stephanie:                                    Patrick is working with Brier Creek Country Club (BCCC) on a plan to repair the stream that flows below their  cart path between holes 2 and 3. We delineated the wetlands and obtained permits for BCCC back in 1998. The stream  origin at that time was well below this crossing. In fact there were no jurisdictional wetlands, streams or Neuse Buffers  in the location of the crossing. Since then the stream origin has moved considerable up the drainage and a large,  unstable head cut has formed which has undermined an existing, main irrigation line and electrical line. It’s also starting  to undermined the piers of the cart path. Attached are maps and photos of the existing conditions, as well as a narrative  description of the proposed repair and sketch map. We’d like to meet with both of you at the site to show the situation  to you, let Patrick explain his proposed repair and to discuss permitting options. I would expect maybe 30 minutes
