Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:* The site is an existing golf course located in the Brier Creek neighborhood of Raleigh, NC. The project area consists of a portion of the cart path where accelerated erosion has occurred at a stream crossing. The stream headcut has migrated up the drainage to the cart path and is now undermining the cart path bridge. General land use in the vicinity of the project consists golf course, residential and commercial land. 4b. If yes, please give the DWR Certification number or the Corps Action ID (exp. SAW -0000-00000). BCCC was permitted by both the USACE and DWR back in 1998 (WQC 401 Project # 98-1052 / SAW -1999-20084, 85 & 86). Only wetlands existing within this project area back then. No stream or buffers. The stream has migrated up the drainage into it today. Attached are the 1998 permit approvals and excerpts from the impact maps for this area. Explain the purpose of the proposed project:* The purpose of the proposed project is to repair the stream, protect upstream wetlands (from draining out of jurisdiction) and protect the existing cart path bridge and large irrigation line. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* Please refer to attached preliminary construction drawings. The overall project includes the repair of 263 LF of the overall approximately 1,000 LF of tributary stream channel. The plans all for stabilization of the headcut at and under the existing golf cart bridge to both protect the bridge and large irrigation line. Natural channel design techniques are proposed (e.g., boulder rock vanes, etc.). The work will also protect upstream wetlands by stabilizing the stream and limiting further migration of the stream channel into the wetlands north of the bridge which would most likely drain these wetlands. Some grading and wetland restoration work is proposed within 0.0073 acres of wetland area immediately upstream of the bridge as the channel had begun migrating into this area. Access to the project area will be through upland areas and existing golf course from Clubvalley Way. Earth moving equipment (e.g., excavators, dumptrucks, etc.) will be used. 4j. After reviewing your application, we have decided that this fill is covered by General Water Quality Certification Numbers 3101 and 3109. These Certifications allow you to use Nationwide Permit Numbers 12 and 26 when the Corps of Engineers issues them. This Certification is also covered by Neuse Buffer Rules (NBR). in addition, you should get any other federal, state or local permits before you go ahead with your project including (but not limited to) Sediment and Erosion Control, Coastal Stormwater, Non - Discharge and Water Supply Watershed regulations. Also this approval will expire when the accompanying 404 or CAMA permit expires unless otherwise specified in the General Certification. This approval is only valid for the purpose and design that you described in your application. If you change your project, you must notify us and you may be required to send us a new appliclition for a new certification. If the property is sold, the new owner must be given a copy of the Certification and approval letter and is thereby responsible for complying with all conditions. For this approval to be valid, you must follow the conditions listed in the attached bertifiication.
