This letter is in response to the inquiry made by Ms. Margaret Bissette on
September 24, 1996 concerning the proposed greenway trail along Brushy Fork Creek. To
determine if jurisdictional wetlands are present along the project corridor and if a Section
404 permit is needed for the work, you should contact Mr. John Thomas with the US
Army- Corps of Engineers Raleigh Field Office at [phone] ext. 25. If the project
requires COE authorization and impacts more than 113 of an acre of wetlands it will also
require 401 water quality certification from this office. I have enclosed a joint application
form should you need it. I strongly recommend that you also contact Mr. Ron Linville at
the Division's Winston-Salem Regional Office [phone] and discuss your project
with him. He can determine if State authorization is required.

Dear Mr. Dorney:

The City of Winston-Salem plans to construct a greenway trail along Brushy Fork Creek between
New Walkertown Road and Bowen Boulevard in Winston-Salem. Proposed elements of the
project include a paving an eight foot wide asphalt trail in the floodplain, piping eight small
drainage channels, and placing a low water bridge across the main branch of Brushy Fork Creek
at the very northern end of the project site, immediately south of Bowen Boulevard. A copy of a
portion of the Winston-Salem East 7,5 minute USGS Quad sheet with the project area highlighted
is enclosed.

The National Wetlands Inventory (NWI) map indicates that the stream channel is a wetland, but
does not show any area adjacent to the stream as a wetland area. A copy ofNWI map is also
enclosed, along with a topographic map and a tax map with the FEMA designated floodplain
shown.
