Upon review of your request for Water Quality
Certification to place fill material in a wetlands area
tributary to Dotey's Branch, we have determined that the
proposed-fill-can be covered by General Water Quality
Certification No. 2176 issued November 4, 1987. A copy of
the General Certification is attached.. This Certification
may be used in qualifying for coverage under Corps of
Engineers' Nationwide Permit No. 26.

Dear Mr. Mills:
I met yesterday morning with Ms. Alison Arnold of the Corps of Engineers and
visited the above referenced site. She indicated that the project would be
eligible for Nationwide Permit number 26. Enclosed is a packet of information
similiar to one I gave to Ms. Arnold yesterday.
When I spoke with you by telephone yesterday, I understood you to say that the
project may be covered under a General Certification that you have available
for such work. Please review the enclosed information and issue the General
Certification so that construction may begin.
Thank you, Mr. Mills, for your help with this Certification. Please call me
with any questions or concerns.
