Div. of Parks & Recreation Lake James State Park McDowell County Dear Ms. Tingley: I have reviewed your request of April 19, 1988 for water quality certification for proposed activities along the shoreline of Lake James such as swimming beach, diving float, boat ramp, rip-rap groin and floating depth markers. Several aspects of the project will require fill in waters or wetlands. These activities are covered under two General 401 Water Quality Certifications, Nos. 1664 and 1431 for rip-rap placement and boat ramp construction, respectively. Davis Director The Division of Parks and Recreation proposes to construct swimming area facilities at Lake James State Park in McDowell County. You have previously received maps and drawing showing the proposed work. The U. S. Army Corps of Engineers has authorized this work under General Permit No. SAWC082-N-000-0030. A condition of the permit is that state water quality certification be obtained. We hereby request Water Quality Certification for this project. Thank you for your assistance. BOX 1890 WILMINGTON, NORTH CAROLINA 28402-1890 March 30, 1988 SUBJECT: General Permit No. SAWC082-N-000-0030 Ms. Carol Tingley Division of Parks and Recreation North Carolina Department of Natural Resources and Community Development 512 North Salisbury Street Raleigh, North Carolina 27611 Dear Ms. Tingley: APR 5 1988 DESIGN AND DEVELOPMENT Thank you for your letter of March 25, 1988, regarding your plans to accomplish work on Lake James to establish a swimming beach, diving float, boat access ramp, riprap groin and floating depth markers, Lake James State Park Beach, McDowell County, North Carolina. On January 1, 1987, we renewed general permit No. SAWC082-N- 000-0030 (enclosed) that authorizes construction activities in waters of lakes and reservoirs in the State of North Carolina, owned, operated, and/or regulated by public utility companies under license from the Federal Power Commission/Federal Energy Regulatory Commission (FERC) and all lakes or reservoirs in the State of North Carolina owned and operated by the Tennessee Valley Authority (TVA). Your proposed work is authorized if you can comply with all permit conditions. Please read the enclosed permits to prevent an unintentional violation of Federal law. As this Department of the Army general permit does not relieve you of the responsibility to obtain any other required approvals, you should contact appropriate State and local agencies before beginning work.
