that the proposed fill can be covered by General Water
Quality Certification No. 2176 issued November 4, 1987. A
copy of the General Certification is attached. This
Certification may be used in qualifying for coverage under
Corps of Engineers' Nationwide Permit No. 26.

Re: 401 Water Quality Certification for Voit Gilmore Tract
Southern Pines, NC
Dear Mr. Mills:
Please find enclosed an application for water quality certification to qualify
for nationwide permit 26 requirement to place fill material in isolated
wetlands for the above mentioned property. Also enclosed are a property
location map and a letter from the USDA-SCS and Corps of Engineers
identifying these wetlands as isolated.
Could you please review the enclosed development plans which propose to
place 5.03 acres of fill material within wetlands for golf course development
and single family lots? An additional area of 3.27 acres of wetlands will be
inundated as a result of the proposed fill activity. The total impacted area
would be 8.30 acres.
If any questions arise, or if you require additional information, please contact
our office. EDSA would appreciate the response notification to be sent to our
office in that we are preparing the application for our client.

Oa March 1, 1988, your consultant, Mr. Kevin Martin, met with
Mr. Jeff Richter of my staff concerning the Voit Gilmore property
on tributaries to Watson Lake and Aberdeen Creek, off of N.C. 20
near Pinehurst, Moore County, North Carolina.
Mr. Martin has delineated the wetlands on the site, and
Mr. Richter checked this wetland line for consistency with the
Corps of Engineers' requirements. He determined that Mr. Martin's
line accurately portrays this. Any fill material to be placed in
these wetlands will first require authorization from this office.
Enclosed is a permit application for your use in initiating this
process.
Should you have any questions regarding this matter, please
contact Mr. Richter at (919) 343,4636 and he will gladly assist
you in-any way he can. Thank you for your cooperation with our
permits program.
