Dear Mr. Savino:
Upon review of your request for Water Quality
Certification to place fill material in a wetlands area
adjacent to Chainey Creek, we have determined that the
proposed fill can be covered by General Water Quality
Certification No..2176 issued November 4, 1987. A copy of
the General Certification is attached. This Certification
may be used in qualifying for coverage under Corps of
Engineers' Nationwide Permit No. 26.

Dear Mr. Mills:
This is in reference to your telephone conversation of August 16,
1988 regarding fill behind my building at 322 Marine Boulevard,
Jacksonville, N. Carolina 28540.
Enclosed you will find the information which you requested, a
map of Jacksonville and a Survey Map of my property.
Miss Alison Arnold, Area Coordinator, U.S. Army Corps of Engineers,
gave me your name stating that I should apply for a Nationwide
Permit to fill less than one acre above the headwaters of Chaney
Creek, Jacksonville, N. Carolina 28540. I am thus making this
request for coverage under the General Water Certification Act
to put fill in the wet land of less than one acre above the head-
waters of Chaney Creek.
I appreciate your assistance and that of Miss Alison Arnold. I
also hope that Miss Arnold is alright since the accident in which
she was involved while leaving my place of business. I gave her
my business card in case she needed a witness. She did not seem
to be hurt, but she did sustain a terrible whiplash. I begged her
to go to the hospital to have x-rays taken for the record.
