Dear Mr. Luzius:
Upon review of your request for Water Quality
Certification to place fill material in a wetland area
adjacent to Ramah Creek, we have determined that the
proposed fill can be covered by General Water Quality
Certification No. 2176 issued November 4, 1987. A copy of
the General Certification is attached. This Certification
may be used in qualifying for coverage under Corps of
Engineers' Nationwide Permit No. 26.

Dear Sir:
Our firm.is designing a residential subdivision named Willowbrook,
located in northern Mecklenburg.County near Huntersville, N.C. We are
locating a wastewater treatment plant, which will require some fill
work within the 100-year flood plain. The Corps' of Engineers
representative, Hugh Heine, stated that he will authorize a nationwide
permit 20.to authorize placement of fill on the site.
As you are aware from our phone conversation today, we need your
confirmation that the wetland fill is covered under general water
quality certifications. We have enclosed a USGS Quadrangle Map,
entitled "Cornelius, N.C." for your reference.
