Salisbury Street Raleigh, NC 27604 Re: Brame's Crossing Subdivision Request for NWP 29 & GC 4139 and Neuse Buffer Authorization Sage Project # 2016.13 On behalf of LGI Homes (owner/applicant) please find attached a complete application and supplemental information requesting written concurrence from the US Army Corps of Engineers (USACE) and North Carolina Division of Water Resources (NCDWR) that the impacts associated with the activities described herein may proceed under Nationwide Permit (NWP) 29 and General Certification (GC) 4139. A Neuse Buffer Authorization is also requested. Project Location and Purpose The proposed project includes the construction of a residential subdivision with associated roads and utilities which will connect to existing adjacent infrastructure in the area. The +/- 108.04 -acre project is located northwest of the intersection of NC Highway 56 and Moss Hayes Road in Creedmoor, NC. The approximate center of the property is located at Latitude: 36.1282100N, 78.647910°W. The purpose of the proposed project is to construct a residential subdivision and associated utilities to meet the demand for housing in this part of Granville County, NC. Project Detail The overall project consists of a single-family residential subdivision with detached residential lots and construction of associated utilities (e.g. sanitary sewer, roads, etc.). The project is roughly bisected by a large drainage. The initial phase of the project will include the majority of the property to the northeast of the site which will be accessed by Moss Hayes Road. A proposed road crossing of the drainage is required to provide access to the southern portion of the project and to the proposed sewer pump station which will be required for wastewater disposal. Lots have been planned for the southern portion of the project only along the main access road. The remaining portion of the project will likely be developed however a final site plan has not been developed. Secondary access will be provided to the project by extending an offsite stub road located to the southeast. The project will include several smaller subdivision roads and cul-de- sacs. At least five Stormwater Control Devices (SCM)'s are proposed to treat stormwater on-site. Proposed impacts from road construction and culverting will result in temporary and permanent impacts to streams, wetlands, and buffers. Utilities for the proposed project will connect to existing utility lines adjacent to the proposed project boundaries. Heavy equipment typically used for utility installation projects (e.g. back hoes, bull -dozers, etc.) will be utilized. No federally threatened or endangered species are listed to occur on the project site or within 1 mile of the site according to the NC Natural Heritage Program (NHP) Database (see attached July 29, 2019 report). No historic properties are listed on the project site. Four historic properties and a historic boundary are located within 1/4 -mile of the Site but are separated from the Site by an existing residential subdivision. See attached NCSHPO Map (Figure 4). Project History The majority of the site is forested or in fallow agricultural fields. A house and farming buildings exist in the southern portion of the site. Residential subdivisions exist to the south and southwest. Other properties in the vicinity are primarily forested or in agriculture. A buffer verification was held on July 29, 2016 with Mr. William Miller (NCDWR) and Mr. Sean Clark of Sage Ecological. The USACE has not yet confirmed the delineation on the Site. Avoidance and Minimization Proposed roads and lots were positioned and aligned so as to avoid impacts to streams, wetlands, and buffers to the maximum extent practicable. Directional boring will be utilized in order to avoid impacts to wetlands during wastewater utility line installation. Sewer line will also be placed within the proposed road crossing to avoid an additional impact. The road crossing will utilize wing walls to minimize the impacts to the stream, wetlands, and riparian buffers. In addition, open space was provided around drainages containing jurisdictional streams and buffers. Construction fencing will be used to define the construction corridor and prevent any accidental additional impacts. Silt fencing will be installed to provide additional protection from runoff. Proiect Impacts The project will incur both permanent and temporary impacts to wetlands, streams and riparian buffers. Stream and wetland impacts will result from dewatering, road construction, and culverting activities. Proposed permanent stream impacts total 82 Linear Feet (LF) and permanent wetland impacts total 0.0656 acre as a result of road culverting/fill. Proposed temporary stream impacts total 16 LF and temporary wetland impacts total 0.0224 acre as a result of dewatering and land clearing activities. The Project is located within the Neuse River Basin. Permanent buffer impacts proposed for the project include 5,807 Square Feet (ft2) in Zone 1 and 4,899 ft2 in Zone 2 resulting from culvert and road construction. Temporary buffer impacts proposed for the project include 1,466 ft2 in Zone 1 and 1,105 ft2 in Zone 2 resulting from land clearing associated with the installation of the wing walls. Overall riparian buffer impacts total 13,277 ft2 (7,273 ft2 in Zone 1, and 6,004 ft2 in Zone 2). Mitigation tion Stream and wetland impacts have been avoided and minimized so that permanent impacts are less than 150 LF for streams and 0.1 acre of wetlands. Therefore, no mitigation is proposed. Impacts to the riparian buffer are considered "Allowable" in the Table of Uses and are less than 1/3 acre for the perpendicular road crossing, therefore, no buffer mitigation is proposed.
