WWSRP Sewer Rehabilitation (E-SRP-W-17-0059) The sewer rehabilitation project is intended to reduce inflow and infiltration into the collection system to help achieve the permitted flowrate at the Town's Sprayfield WWTP. a. Plans and specifications were submitted to NCDEQ for an Authorization to Construction Permit. b. The ATC permit was issued to the Town by NCDEQ and the bid opening date is set for 8.6.19 at 2 pm. 2. USDA RD WWTP Sprayfield Improvements The WWTP Improvements project is scheduled in two phases. Phase I involves improvements to the existing treatment and sprayfield facilities. Phase II includes acquisition of a new sprayfield site and construction of new sprayfield amenities. a. Town requested a 12 month extension of the SOC milestone dates on 9.12.18. b. The Town formally submitted an application to USDA RD for loan/grant funds on 7.10.19 to construct recommended improvements accompanied by a Preliminary Engineering Report and Environmental Report. No application review comments have been received from USDA RD to date. c. Town obtained a FONSI for the Environmental Report in late -June 2019. d. Engineering design is underway for the Phase I existing wastewater treatment plant improvements identified in the Preliminary Engineering Report. A final scope is being developed with Town staff. A 60% design submittal is anticipated by 8.31.19. Town has contacted 2 landowners to gauge interest in selling property for the Phase II sprayfield expansion. Land access is needed to conduct soils investigation and groundwater mounding analysis. The Town is negotiating with the preferred landowner for site access and hopes to complete this process by December 2019.
