Dear Ms. Blewitt-Golsch:
This letter reports on findings related to three (3) cemeteries identified in the comments portion of
an agency review letter from the State Historic Preservation (SHPO) Office (Trace Commercial
Development, Country Club Road & Edwin Robertson Road, Roxboro, SAW 2016-02542, Person County,
ER 14-1122) dated February 4, 2019. Detailed recording is provided here for the Shiloh Primitive Baptist
Church cemetery, 31PR169.
In response to that (February 4, 2019) letter and a follow-up meeting at the SHPO (June 28,
2019), it was agreed that no further documentation of the Theresa Baptist Church (3919 Chubb Lake
Road, Roxboro, NC 27573) and the Duncan Family (705 McGhees Mill Rd., Roxboro, NC 27574)
cemeteries would be required by SHPO. It was further agreed that Timmons Group would conduct
additional documentation of the cemetery at Shiloh Primitive Baptist Church (222 Shiloh Church Road,
Roxboro, NC 27574) (Figure1). This documentation includes delineation between known marked graves
and Shiloh Church Road, recordation of any markers not included currently on www.findagrave.com,
photographs (Figures 2–6) an estimation of cemetery size, and completion of the appropriate North
Carolina Cemetery Recordation form.
A Timmons Group, Inc. (Timmons) Secretary of the Interior qualified archaeologist conducted a
visit to Shiloh Church on July 5, 2019. According to a sign affixed to the church entrance, the church was
founded in 1875 (Figure 2). The church cemetery was found to be in good condition and actively
maintained. It covers an area of around 8,500 square feet behind (north) and to the east side of the
church structure. There are 88 formally marked graves and five graves marked only with field stones
(Figure 4). All graves are oriented east west except for the most recent ones, those belonging to the
Berryhill family. Graves date from 1880 to April 2019.
A metal soils probe was used to search for unmarked graves between existing markers and
Shiloh Church Road—an area of approximately 100 feet east-west by 150 feet north-south. Probes were
made on east to west transects at between 1 and 2-foot intervals. No unmarked graves were found. All
existing graves are well outside of the Shiloh Church Road right-of-way; therefore, the proposed Trace
Commercial Development project is expected to have no adverse effect on burials associated with the
Shiloh Primitive Baptist Church.
