Narrative Description: The James Guthrie project is located at 501 Cedar Point Blvd.(Hwy. 24) in Cedar Point, Carteret County. Cedar Point Blvd. is the main thoroughfare that runs through Cedar Point. The White Oak River borders the site to the North. James Guthrie's property at 501 Cedar Point Blvd. is 2 acres in its. entirety and varies from 0' to 10' in elevation above NHW. The high ground portion of the site is landscaped and vegetated with grass: The entire shoreline has been stabilized by rip rap. There are no Section 404 Wetlands on the site. A 10' fringe of Coastal Wetlands exists containing Smooth Cordgrass (Spartina alterniflora) and Salt Meadow Grass (~artina patens). This property has approximately 110' of shoreline. The substrate in this area is mostly sand. The shoreline to the east of the property has rip rap and the shoreline to the west of the property has been bulkheaded. There are docks~of similar length along both sides of this property. There are no visible shellfish or SAV's. The Division of Water Quality classifies this area as SA waters. This area is not a Primary Nursery Area and is open to the taking of shellfish. Carteret County's Land Use Plan dated 1996 classifies this, area as Developed and Conservation within the AEC's. There are no shellfish leases in this area. The White Oak River is several miles wide in this area. 10. Project Description: In an effort to provide docking for future residential development, James Guthrie proposes to construct a 10-slip dock. L;xtending front high the ground, the 5' wide dock would be 210' lone. A 5'X65' platform would be placed at the end of the proposed dock along with five 2'X l0' finger piers. The applicant proposes six mooring pilings to be placed around the finger piers creating a total of ten slips. The 1S riparian setback would be maintained along each riparian line. The docking facility would extend a total of 22S waterward of a proposed bulkhead into the waterbody that is several miles wide. There does not appear to be a defined channel in this area. The proposed 110' bulkhead would be placed landward of NHW and all coastal wetlands. The docking facility would remain 22' from each riparian corridor. The water at the end of the proposed dock is -1.5' deep at normal low water. This project should not cause a hazard to navigation. 11. Anticipated Impacts: The proposed dock would result in a total of ten boatslips. Increased turbidity would occur during the setting of the pilings. The proposed pier would shade 1,375 ftz of open water and SOft2 of Coastal Wetlands. There would be 2,385 ft2 of public trust area incorporated. The platform area would total 425 ft~ along a shoreline of 110'. A total of 1,100 ft~ of high ground disturbance would result from the installation of the bulkhead. It will serve a future multi-family development to be located at 501 Cedar Point Boulevard, Cedar Point, North Carolina. The project site is currently undeveloped. The 10-slip pier includes a 64' x 5' platform and 5 finger piers measuring 10' in length. The finger piers will be a maximum width of 2.7' tapering to 1'. The pier will be constructed of treated lumber and will be located at least I S' from the adjacent riparian property lines. No dredging is proposed. Existing riprap at the site is to remain. The bulkhead will be located landward of coastal wetlands incompliance with the delineation marked during an on-site visit with a representative of the Division of Coastal Management. James D.
