PROJECT SUMMARY: The applicants propose to construct a 200-foot long bulkhead, pier structure with 256 square foot "L" platform, and single-family dwelling with a pool and associated land clearing, grading, and seeding located at Lots 16 and 17 Dances Bay Rd., Dances Bay Colony Subdivision, Pasquotank County, and on the Little River. PROJECT SETTING The applicants' properties consist of two lots, 16, and 17, owned by Grafton Beaman and Andrew Meads, respectively. Lot 16 is 32,511 square feet (0.75 acres) in size, and Lot 17 is 34,862 square feet (0.8 acres) in size. Lot 17 is riparian to and immediately south of Lot 16. Total size of both lots is 134,746 square feet (3.1 acres), located off Dances Bay Rd. (private), Dances Bay Colony Subdivision, off Nixonton Rd. (SR 1100), in Pasquotank County and adjacent to Little River. The properties have an elevation of approximately six feet above normal water level (NWL), and have Lenoir (La) very fine sandy loam soils. There are currently no manmade features on either tract. Both lots are wooded with native species, primarily Loblolly Pine (Pinus taeda), Sweetgum (Liquidambar styraciflua), Red Maple (Ater rubrum), Atlantic White Cedar (Chamaecyparis thyoides), and Wax Myrtle (Myrica cerifera) near the shoreline. There are a few Baldcypress (Taxodium distichum) and associated knees below normal water level (NWL). No coastal or Section 404 Wetlands or submerged aquatic vegetation (SAV) were observed on the property on December 19, 2006. Adjacent property to the north consists of asingle-family dwelling with a bulkhead and pier structure with similar trees, native lawn grasses, and a type of bamboo growing along their property line to the north. Adjacent property to the south consists of a partially cleared lot with similar trees, a bulkhead, boat basin, and manmade canal along their property line to the south. The wing wall of the adjacent bulkhead south of Lot 17 has been extended approximately 20-feet landward to prevent further erosion, resulting in accelerated erosion on the applicant's lot 17 with prevailing southwest winds. Both lots have most likely experienced accelerated erosion due to bulkheads being installed on either side of them. The wingwall to the north has also been extended back, and an erosion escarpment exists approximately 25-feet landward of NWL. A sandy beach has formed adjacent this wing wall, placing NWL even with the adjacent bulkhead to the north. An approximate 4-foot tall erosion escarpment exists adjacent both existing wing walls to the north and south. The water depth close to shore ranges from -0.5 feet to -1.0 foot and gradually deepens to -3 feet at waterward end of proposed pier structure. The waters of Little River along the area of the properties are not primary or secondary nursery areas, are closed to shellfish harvesting, and are classified as SC waters by the Division of Environmental Management. Reviews of available information suggest there are no known archeological sites or geologic formations associated with the applicants' properties. DEVELOPMENT PROPOSAL In order to prevent further erosion, the applicants propose to construct a 200-foot long wooden bulkhead to connect with the corner of the existing bulkheads to the north and south and have a straight alignment. The proposed bulkhead alignment will have a maximum distance of 26-feet waterward of NWL and an average distance of 8.~-feet waterward of NWL. Clean, dry fill will be used for backfill from an upland pit. The tieback area will extend approximately 12-feet landward of the bulkhead sheathing, and the r Andrew Meads and Grafton Beaman Field Investigation Report Page 3 bulkhead will be constructed with a silt cloth on the landward side prior to backfill. The applicants are requesting this bulkhead alignment to regain lost uplands and to prevent trash and debris from collecting in the eroded area. The applicants propose to construct a 200-foot long by 5-foot wide pier to a 16-foot long by 16-foot wide "L" shape platform. No mooring slips are currently being proposed. The proposed pier structure will be located at least 15-feet and no more than 20-feet from the riparian property to the south of Lot 17. The platform will be located in approximately -3-feet water depth. The riparian pier to the north extends approximately 211-feet into Little River. Two piers of similar use approximately 1,200 feet north of the proposed pier extend 240-feet into Little River. The proposed pier will extend 216-feet into Little River. The applicants have proposed land clearing, grading, and seeding in the estuarine shoreline Area of Environmental Concern (AEC) after the bulkhead is installed. Asingle-family dwelling with a swimming pool, landscaping, driveway, and septic system have been proposed on Lot 17 outside the 30-foot buffer and partially inside the 75-foot AEC. If the bulkhead is authorized and built as proposed, percent impervious surface in the estuarine shoreline AEC will be approximately 22 % for Lot 17 and __ _-appro~irnately--Ll ~-a d_17 ANTICIPATED IMPACTS The proposed bulkhead alignment with backfill will result in the filling of approximately 1,710 square feet of Public Trust Area (PTA), Estuarine Waters (EW) Area of Environmental Concern (AEC). Approximately 44 cubic yards of fill material will be placed below NWL for the backfill. An additional approximately 1,700 square feet of fill material will be placed in the escarpment area located inside the 30-foot buffer in the Estuarine Shoreline (ES) AEC. There will be a total of approximately 370 cubic yards of fill that will be brought in the ES AEC to match grade to bulkhead. The proposed shorelide dock will shade 256 square feet of Public Trust Area (PTA), Estuarine Waters (EW) AEC. There are no expected navigational impacts due to the pier structure. The applicants propose to clear, grade, and seed 12,500 square feet of upland in the Estuarine Shoreline (ES) AEC, and 27,362 square feet of the remaining Lot 17 outside the ES AEC. The proposed single- family dwelling and pool will fill approximately 1,675 square feet of ES AEC, filling approximately 22% of Lot 17 with impervious surface in the ES AEC. When considering both Lots 16 and 17, the percent impervious in the ES AEC is reduced to approximately 11%. The percent impervious surfaces were calculated based on the alignment of the proposed bulkhead. - -- Temporary water turbidity will occur during construction.
