REGAN Secretary LINDA CULPEPPER Director NORTH CAROLINA Environmental Quality July 26, 2019 Charles Allen, Plant Maintenance Manager Gaston Power Station 100 Oakwood Ave. Roanoke Rapids, NC 27870 Subject: Compliance Evaluation Inspection Gaston Power Station NPDES Permit NCG500225 Halifax County Dear Mr. Allen: On Tuesday, July 23, 2019, Zach Thomas of the Raleigh Regional Office conducted a compliance evaluation inspection of the facilities located at the Gaston Power Station. The purpose of this inspection was to ensure compliance with the subject NPDES permit. During the inspection, the presence and cooperation of all Dominion staff was helpful and appreciated. The facility is located at the end of Jack Brown Road, North of Littleton, North Carolina. This NPDES compliance evaluation inspection consisted of the following: • Review of the NPDES permit; • Review of the owner/facility information; • Review of monitoring data and compliance history; • On -site inspection of the sampling locations and Outfalls. Findings during the inspection were as follows: 1. The Certificate of Coverage was renewed effective October 14, 2013 and will remain valid for the duration of the General Permit (expires July 31, 2020). 2. The operator's log and supporting analytical documentation were consistent and up to date. A review of records from approximately October 2016 — July 2019 revealed compliance with permit monitoring requirements. 3. DMRs are not required per the General Permit. 4. The facility has two outfalls (Outfall 001 & Outfall 002): a. Outfali 001 consists of hydroelectric operations cooling water, seepage, and oil separator decant water. Temperature, pH, and an oil and grease sample are collected from a "thieves hole" type pipe located at the dam. b. Outfall 002 consists of hydroelectric facilities — once through cooling water. Temperature and pH are collected in the tailrace at Warren's Landing Boat Ramp located approximately 2 miles downstream of the dam. The overall condition of the subject facility was compliant with the NPDES permit requirements as observed on the day of the inspection.
