No: HSIP-1003(146) Funding: ❑ State ® Federal Federal Permit Required? ® Yes ❑ No Permit Type: tbd Project Description: NCDOT proposes to improve a portion of SR 1003 (Buffalo Road) from SR 1702 (Archer Lodge Road) to about 1400 feet west, beyond Town Hall. While all roadway and possible sidewalks are planned to be within the existing ROW, margins of the project have easements that may extend 10-20 feet past the ROW for drainage. Preliminary design plans were available at the time of the review and were used to establish an Area of Potential Effects (APE) of about 1400 ft (0.27 mi) in length and a varying width which is captured within 50 ft to either side of the roadway centerline except for the far western end which is about 10-15 feet wider. The APE includes anticipated cut/fill areas and easements. This is a federally funded project with a possibility of USACE permitting, therefore Section 106 applies. SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: USGS mapping, aerial photography from different years, historic mapping, virtual streetview and GIS data was examined. The project area has been developed in recent years which includes installation of athletic fields and the removal of structures, an example being the demolition of a residence seen on aerials between July 2010 and April 2013. As a result, much of the APE has a disturbed archaeological context. Much of the SR 1003 improvements overlap the existing facility and is otherwise immediately adjacent to graded landforms. Archers Lodge Masonic Lodge had been noted on HPO mapping at the southwestern quadrant of the intersection, but is now listed as removed. According to USGS mapping and GIS resources (data layer created by NCDOT archaeologist Paul J. Mohler), no cemetery is present at the APE, though across Archer Lodge Road on the northeastern quadrant of the intersection is a cemetery associated with White Oak Baptist Church. There, some headstone or other markers may extend into the existing ROW, but this all outside of the project APE. The Office of State Archaeology was visited to review archaeological mapping and to reference any known archaeological surveys and sites. This helps establish an archaeological context for comparison. There are no known archaeological sites on record at the OSA, nor prvious archaeological surveys. Nearby to the south, another NCDOT programmatic archaeological review was conducted (PA 17-12-0004 / W-5704E). The project covered SR 1700, Covered Bridge Road, nearby and concluded that no archaeological survey was warranted based on the limits of that road widening. For this undertaking, the project footprint is confined and limited to mostly disturbed soils. There are no recorded archaeological sites. Further, expectations are low that an intact, significant archaeological site would be affected during the road construction. No new archaeological survey is recommended for this undertaking as currently proposed. The archaeological context can be considered poor. For purposes of archaeological review under Section 106, no archaeological survey is recommended.
