FIELD INVESTIGATION REPORT: Town of Emerald Isle PAGE #2 9. NARRATIVE DESCRIPTION: The Town of Emerald Isle has recently purchased a tract of land directly adjacent to its present beach access facility which is located adjacent and to the south of NC Highway 58. The property does not border the Atlantic Ocean but is directly adjacent to the Emerald Isle Fishing Pier on the west, an existing travel trailer campground on the south and a housing project known as Ocean Reef on the east. The property is flat with elevations of approx. 17' above MSL. Historically, a mobile home/travel trailer park has been located on the property and for all practical purposes, the majority of the area has been "built-upon" by either gravel drives and parking areas or with mobile homes and travel trailers. A vegetated, swale area exist along the eastern property line in the area where an existing pedestrian boardwalk area is located. The existing public parking area was completed in 1993 and was authorized under a CAMA Permit since a portion of the work was within the Estuarine Shoreline adjacent to Outstanding Resource Waters. It is estimated that approx 70 vehicle can park in this area. The Ocean Hazard AEC at this location is 170', measured from the first line of stable natural vegetation, with the annual erosion rate established at 2' per year. The V-Zone is located directly adjacent to the beachfront and is set at I V NGVD. The Town has recently purchased another tract of land and is proposing to expand their existing beach access parking facility into this new area. Additional gravel will be brought in to improve or create an approx 200' deep x 120 to 150' wide parking area. The Town is also proposing to create an approx 10' wide x 110' long "runoff interceptor which will be located in the middle of the parking lot. Along the southeastern property line an approx. 18' x 20' bath house is proposed with septic tank, drain fields and reserve areas being placed in existing open areas. Within the proposed drain field area, an old septic tank will be removed. It is estimated that approx 46 spaces will be created in this phase. The Town has expressed some interest in the past in acquiring the adjacent oceanfront property but has indicated that those plans may be modified, postponed or abandoned. 10. ANTICIPATED IMPACTS: The project as proposed will result in the placement of approx. 28,000 sq ft of gravel material with the remaining areas being left in there natural state or used for septic tank drain fields or reserve areas. The majority of this area has been "built upon" with either gravel material or with travel trailers/mobile home units. A bath house will be constructed on the property and will be located approx. 170' from the first line of stable natural vegetation. Potable water will be supplied by the Town's water system while sewage disposal will be provided a septic tank system approved by Carteret County's Health Department. A Sedimentation and Erosion Control Plan has been required and should control any adverse erosion impacts. Any subsequent development on additional properties will require a permit modification. FIELD INVESTIGATION REPORT: Town of Emerald Isle PAGE #2 9. NARRATIVE DESCRIPTION: The Town of Emerald Isle has recently purchased a tract of land directly adjacent to its present beach access facility which is located adjacent and to the south of NC Highway 58. The property does not border the Atlantic Ocean but is directly adjacent to the Emerald Isle Fishing Pier on the west, an existing travel trailer campground on the south and a housing project known as Ocean Reef on the east. The property is flat with elevations of approx. 17' above MSL. Historically, a mobile home/travel trailer park has been located on the property and for all practical purposes, the majority of the area has been "built-upon" by either gravel drives and parking areas or with mobile homes and travel trailers. A vegetated, swale area exist along the eastern property line in the area where an existing pedestrian boardwalk area is located. The existing public parking area was completed in 1993 and was authorized under a CAMA Permit since a portion of the work was within the Estuarine Shoreline adjacent to Outstanding Resource Waters. It is estimated that approx 70 vehicle can park in this area. The Ocean Hazard AEC at this location is 170', measured from the first line of stable natural vegetation, with the annual erosion rate established at 2' per year. The V-Zone is located directly adjacent to the beachfront and is set at 11' NGVD. The Town has recently purchased another tract of land and is proposing to expand their existing beach access parking facility into this new area. Additional gravel will be brought in to improve or create an approx 200' deep x 120 to 150' wide parking area. The Town is also proposing to create an approx 10' wide x 110' long "runoff interceptor which will be located in the middle of the parking lot. Along the southeastern property line an approx. 18' x 20' bath house is proposed with septic tank, drain fields and reserve areas being placed in existing open areas. Within the proposed drain field area, an old septic tank will be removed. It is estimated that approx 46 spaces will be created in this phase. The Town has expressed some interest in the past in acquiring the adjacent oceanfront property but has indicated that those plans may be modified, postponed or abandoned. 10. ANTICIPATED IMPACTS: The project as proposed will result in the placement of approx. 28,000 sq ft of gravel material with the remaining areas being left in there natural state or used for septic tank drain fields or reserve areas. The majority of this area has been "built upon" with either gravel material or with travel trailers/mobile home units. A bath house will be constructed on the property and will be located approx. 170' from the first line of stable natural vegetation. Potable water will be supplied by the Town's water system while sewage disposal will be provided a septic tank system approved by Carteret County's Health Department. A Sedimentation and Erosion Control Plan has been required and should control any adverse erosion impacts. Any subsequent development on additional properties will require a permit modification.
