SUPPLEMENTAL INFORMATION REQUIRED FOR RENEWAL OF INDIVIDUAL NPDES
STORMWATER PERMIT
TWO copies of each of the following shall accompany this submittal in order for the application to be
considered complete:

(Do 1W submit the site Stormwater Pollution Prevention Plan)
GW 1. A current Site Map from the Stormwater Pollution Prevention Plan. The location of
industrial activities (including storage of materials, disposal areas, process areas and
loading and unloading areas), drainage structures, drainage areas for each outfall, building
locations and impervious surfaces should be clearly noted.
GW 2. A summary of Analytical Monitoring results during the term of the existing permit (if your
permit required analytical sampling). Do not submit individual lab reports. The summary
can consist of a table including such items aWutfall number, parameters sampled, lab
results, date sampled, and storm event data.
G W 3. A summary of the Visual Monitoring results. Do not submit individual monitoring reports.
The summary can consist of a table including such items as outfall number, parameters
surveyed, observations, and date monitoring conducted.
GW 4. A summary of the Best Management Practices utilized at the permitted facility. Summary
should consist of a short narrative description of each BMP's in place at the facility. If the
implementation of any BMP's is planned, please include information on these BMP's.
GW 5. A short narrative describing any significant changes in industrial activities at the permitted
facility Significant changes could include the addition or deletion of work processes,
changes in material handling practices, changes in material storage practices, andlor
changes in the raw materials used by the facility.
GW 6. Certification of the development and implementation of a Stormwater Pollution Prevention
Plan for the permitted facility (Sign and return attached form).
If the final year analytical monitoring of the existing permit term has not been completed
prior to filing the renewal submittal, then the last years monitoring results should be
submitted within 30 days of receipt of the laboratory reports. (i.e. do not withhold renewal
submittal waiting on lab results)
Representative storm sampling may now be conducted anytime during the year (the April to
November window has been eliminated) and the representative rainfall event is now
defined as a storm event that measures greater than 0.1 inches and is preceded by at least 72
hours in which no storm event measuring greater than 0.1 inches has occurred.

Our North Carolina Project has changed from the original design basis. This email is to provide you with an
update to the project scope per your request.
Our Schedule is to submit the Southport Costal Stormwater Permit to you by January 23rd 2009. It is our
understanding that your department has 60-days from determination of application completeness to issue the
permit. This timeframe is crucial for us as we will begin our project work in March of 2009. We are looking
forward to working with you in your review of the Southport Costal Stormwater Permit.
If you would - please comment on the project work we can conduct on -site rior to issuance of the stormwater
permit. It is our understanding that we are allowed to begin construction work that does not impact existing
permitted stormwater controls.

§ Official Name is the North Carolina Emissions Control Project
§ The Project will spend approximately $75MM at our Roxboro and Southport Plants
§ The Project will modify our boilers and fuel handling systems
Boiler modifications will involve addition of a Mobotech overfired air system upgrade and new fuel
feed hoppers
Fuel Handling system modifications will involve addition of a truck dumper, fuel conveyor and pad
storage systems
Prior Project Planning involving installation of a ammonia injection system has been cancelled
Prior Project Planning involving the installation of a S02 solid adsorbent injection has been cancelled
§ No new Fuels or Chemicals will be introduced as part of the project
§ Plant operations will remain the same regarding power generation
Southport Plant - Project Stormwater Impact:
§ The Southport Plant will add a new 40,000 11.2 fuel storage pad
§ Addition of a truck dumper & Motor Control Center - approximately 1800 ft2
§ The Southport Plant is proposing to add a new 1.5 mile new access roadway to the plant site
§ Total NEW impervious surface area is at approximately 1.63 acres

EPCOR USA - Stormwater Permit Renewal Infonnation
New Fuel pad area will be directed to the Plant wastewater basins ( wet detention basins ) which
discharge under a NPDES Permit #NC0065099. NPDES permit TSS limits will apply to the treated
water discharged from the plant.
New Roadway will be designed with adjacent "infiltration - conveyance ditches to manage
stormwater. The ditches will connect to the existing stormwater ditch system which conveys water to
the Progress Energy Brunswick Cooling Water Canal
Roxboro Plant - Project Stormwater Impact:
§ The Roxboro Plant will add a new 16,000 11.2 fuel storage pad
§ Addition of a truck dumper & Motor Control Center - approximately 1800 ft2
§ The Roxboro Plant is proposing to add a 1/2 mile new access roadway on the plant site
§ Total NEW impervious surface area is at approximately 2.1 acres
New Fuel pad area will be directed to the Plant wastewater basins ( wet detention basins ) which
discharge under a NPDES Permit #NC0065085
New Roadway will be designed with culverts for stormwater runoff to the existing on -site drainage
system
The Army Corp of Engineers (Mr. Eric Alsmeyer ) is providing a 401 and 404 determination for this
stormwater conveyance.
Southport Stormwater Permits:
§ Southport
submitted a stormwater renewal application in October of 2006 to renew its SW Permit #NCS000348
§ Permit #NCS000348 is expired and Southport is operating under its permit shield
§ Southport is located in a MS4 Coastal region
§ With the Project disturbance of>1 acre - Southport is required to submit for a "Costal" Stormwater
Permit
As part of the Coastal Stormwater Permit Application, a Erosion and Sedimentation Plan is being
developed for submittal with the SW Permit application
§ Our schedule is to submit the Southport E&S and SW applications by January 23rd
Roxboro Stormwater Permit:
Roxboro submitted a stormwater renewal application in October of 2006 to renew its SW Permit
#NCS000347
Permit #NCS000347 is expired and Roxboro also is operating under its permit shield
As Roxboro is NOT in a coastal region - it will not be submitting a new stormwater permit
application
As the Project will be disturbing >1 acre, a Erosion & Sedimentation Plant will be submitted for
Roxboro
Roxboro will adjust it Stormwater Management Plan to reflect the plant changes
Our schedule is to submit the Roxboro E&S application by January 23rd

The Division of Water Quality's Stormwater Permitting Unit (SPU) acknowledges receipt of
your renewal application for coverage under NPDES Permit Number NCS000348 on October 25, 2006.
We apologize for the lengthy delay in responding to your submittal and are now making every effort to
review your permit renewal as expeditiously as possible. Our Unit anticipates making significant
progress on individual permits over the next six months to reduce our backlog.
We are currently beginning our review of your renewal application. Please continue to comply

presenting at WQC on Wed so I haven't had a chance to look these up for you. The list below
contains the applicable saltwater benchmarks for the chemicals you requested. It always best
to use saltwater benchmarks for discharges into SC classified waters when they are available.

Hi Brian,
As a general rule, I would suggest using saltwater benchmarks where possible when discharging
to a SC classified water. We had provided both freshwater and saltwater benchmarks to
Bethany when she encountered this issue because the parameter she was looking at had
extremely limited data for saltwater species and the freshwater benchmark was based off of a
larger data set and would have been protective of saltwater species as well based on the
calculated values. I'm not sure which one she ended up using in her permit. However, in
your case we have relatively strong data for metals in both freshwater and saltwater. I
recommend using the following saltwater benchmarks:

Iron: 4.5 mg/L (limited data)
Chromium: 1 mg/L
Xylene: 3.7 mg/L
Zinc: 95 ug/L
Aluminum: No saltwater data is available for aluminum
Lead: 220 ug/L
From looking at your benchmark document, it looks like oil and grease, COD, TSS and N and P
wouldn't need to be modified for saltwater. We wouldn't have any additional numeric
benchmarks available for any of these parameters besides what you already are using. I hope

If a facility is required to sample multiple discharge locations with very similar stormwater discharges, the
permittee may petition the Director for Representative Outfall Status (ROS). DWQ may grant Representative
Outfall Status if stormwater discharges from a single outfall are representative of discharges from multiple
outfalls. Approved ROS will reduce the number of outfalls where analytical sampling requirements apply.
If Representative Outfall Status is granted, ALL outfalls are still subject to the qualitative monitoring
requirements of the facility's permit —unless otherwise allowed by the permit (such as NCG020000) and DWQ
approval. The approval letter from DWQ must be kept on site with the facility's Storm water Pollution
Prevention Plan. The facility must notify DWQ in writing if any changes affect representative status.
