PROJECT SUNEMMY: The applicant proposes a 16 lot, single-family residential subdivision, to include a paved street, swimming pool and gazebo, putting green, and tennis courts. PROJECT DESCRIPTION 3/14/94 The project area is a 12.77 acre tract, located east of High Point St., along Brunswick Avenue in the Town of Holden Beach, in Brunswick County. The property is 1010 feet wide along Brunswick Ave., 330 feet deep on the western property line increasing to 740 feet long on the east side. The project site is a remnant spoils disposal area, last used by the U.S. Army Corps of Engineers in 1976, and released from the AIWW right-of- way on October 19,1981, in deed book 484, page 351, of the Brunswick County registry. The highground property is vegetated with various upland grasses and shrubs including, wax myrtle, sea oats, golden rod, marsh-elder, smilax, and red cedar. The central area of the tract (approx. 100-150 feet wide by 1000 feet long, east to west orientation) has recently been cleared and modified by the addition of imported fill material. The applicant filed a sedimentation plan with the N.C. Division of Land Quality, but was outside of CAMA Areas of Environmental Concern. The area has been planted in grass. The existing spoil area containment dike creates the highground boundary on the northern side of the project area. The remnant dike is well vegetated, and is to be left undisturbed at this time. Waterward of the dike, there is a wide border of coastal wetlands, varying between 200-300 feet in width. This border consists, primarily of regularly flooded, smooth cordgrass (S artina alterniflora) marsh. Along the shoreline and on several hummocks within the smooth cordgrass marsh, there is a transition to irregularly flooded, high coastal marsh, including the following wetland plant species; Juncos roenlarianuS, Li lOnit.111 Spp., Salicornia spp., Distichlas spicata, Spartina patens, and Borrichia frutescens. In the project area, the AIWW is approximately 500 feet wide and is classified SA by the N.C. Division of Environmental Management. The waters are OPEN to the harvest of shellfish, but are not designated as primary nursery area, by the N. C. Division of Marine Fisheries. The applicant is proposing a sixteen (16) lot subdivision and associated recreational facilities. Approximately, 6.88 acres would be cleared and graded in preparation for construction of the subdivision infrastructure. A road, approximately 700 feet long and 20 feet wide, would be constructed off Brunswick Ave., in a west to east arc, terminating in a cul-de-sac. The subdivision lots would extend north from this street. Lot sizes would vary, but the smallest lot would consist of + 14000 square feet in area. Subsequent construction of individual residences would be served by individual septic tank systems and, municiple water. An extension of the Town water line would be completed, from Brunswick Ave., within the 50 feet right-of-way of the new street. Recreation facilities proposed for the common area between the new road and Brunswick Ave. include the following: fenced area for two tennis courts (100 ft. X 120 ft.), a swimming pool (60 ft. X 40 ft.) and unenclosed cabana (50 ft. X 40 ft.), and a golfing area with putting green, chipping area and sand trap. A parking lot (75 ft. X 60 ft.) would serve the recreational amenities. Approximately, 1000 feet of concrete sidewalks, 5 feet wide, would interconnect the various recreational areas. 10. ANTICIPATED IMPACTS The proposed development would disturb approximately 6.88 acres of highground area, during the clearing and grading of the site. Construction of the road, parking area, swimming pool/cabana complex, sidewalks, and tennis courts would create 27,300 square feet of impervious surface. Additional land disturbance and impervious surface would be created by subsequent construction of residences on individual lots. There will also be the incorporation of estaurine and public trust waters, potentially 8,000 square feet, by the subsequent construction of private piers from individual lots. Please type or print. Blue-line prints or other larger plats are acceptable only if 18 high quality copies are provided by applicant. It is bordered on the North by the Atlantic Intracoastal Waterway, on the East by Sea Oats Subdivision, on the South by Brunswick Avenue, and on the West by High Point Street. The project is to have 16 residential lots one paved street 1020 feet long, Each lot will be serviced by pubiit: water and will have individual on site Septic system. Site Description: The parcel of land is a marsh front tract that has been used several times as a disposal area for dredge spoil from the AIWW dredging construction and maintains project. This land was released by the US Army Corps of Engineers on 10-19-81 in deed book 484 page 346 and deed book 484 page 351. Due to the nature of a dredge spoil area there are some areas that have a residue of silt on top of the ground. This silt in massive form has some shrink, swell characteristics . We will strip off this silt and stockpile it. At the end of the project the silt will be spread over the site and plowed into the soil to provide some loom characteristic to the sandy soil. Some off site fill material is going to be used in the project. This material is to come a permited mine. Soils and Soil Drainage. The soil types on the site are Newhan Fine Sand and Newhan-Corolla complex. There is some areas of tidal marsh that are above the mean high water line that are included in the area of this project but none of these areas are to be disturbed by this project. The Soil information is from the Soil Survey of the outer Banks, North Carolina. The soils in the area of development are a course sand therefore most of the rain fall will be absorbed in to the soils. We will be bringing similar soils from the barrow area to be used to improve the landscape position of the proposed houses and the septic systems .
