I/we can make recommendations but that's about it. I also cannot speak the availability of cost share as. it is handled by the county. If he is interested in applying for either Ag Cost Share or EQIP, he will have to go through the field office. It would also be better to have the field office staff involved from the get go if he is at all interested in applying for cost share. But again, I don't know the county ranking process (as it varies from county to county) or what/where their current priorities lie. If you send me contact and location information for Mr. Atwood. I will be glad to talk to him. Wasn't sure what phone number to use so decided to email. I've got a farmer who has a permit for beef cattle in Alleghany --- Mike Atwood. Mike also has a satellite feeding area about 6 miles from the permitted farm. Mike has cattle on pasture at this satellite area and feeds beef cows at a concrete pad/bunker (his own money). He also built an uncovered wet stack with large rectangular concrete blocks (his own money) and pushes manure into this area. He has over 100 cattle (wants 250) but since they aren't confined and are on pasture, Christine says this site does not need to be permitted. Manure from the pad area is applied onto fields in his waste plan which is not a problem since he records it in his records. The problem is that he's getting runoff from the lot onto a neighbor's property. No WQ issues so far. Mike just needs some technical advice/suggestion/plan on how to deal with the waste. Maybe a berm? Says he can't afford to roof the whole area or build a covered dry stack. I don't know enough to know his options ..... or if there is financial assistance for this. He's a decent guy and I haven't really had problems with him over the years and he's done whatever we've ask of him. Linda retires in April (reportedly) and Janie is going in March. David Tucker is slammed handling all the waste plan revisions that have piled up and is overseeing constructions at Joines and Gambill farms. Any assistance you could provide would be greatly appreciated. I'm going up Friday to check since the run-off onto his neighbor was called in as a complaint. I tried to complete a tech assistance request online but I don't think it's meant for another agency to use since I wasn't able to enter info into some fields. Let me know what you think. Thank you. Attached is the NCGS that I mentioned. This statute tells us (regulators) who needs to be permitted. It usually dictates to me which way to proceed with regards to a complaint. For example, if a facility is NOT ptmitted, then we must first determine whether a violation, of State or Federal Law has occurred prior to issuing a Notice of Violation or pursuing enforcement against an owner. A violation of NC stream standard(s) (dissolved oxygen, fecal coliform, pH, etc.) is determined by sampling according to protocol.. This usually entails stream sampling up and downstream of the alleged impact. Note that a downstream freshwater pond can have many influences on it such as wildlife, waterfowl, lawn fertilizer, plant material, etc. so a sample from the pond is not usually definitive proof that an upstream activity has caused an impact to the pond. If there is an observed or documented direct discharge of waste from a property into surface waters, we can pursue this as a violation of NCGS 143-215.1. Also: if waste or fresh water runs off a non p"'—'-' bed farm onto a neighboring property, and not into a stream, then this is usually a civil matter. In addition to the above, if the cattle operation is permitted; then we would investigate for additional violations of the Cattle Waste Management Permit. The attached permit is several pages long. If a farm is not permitted, but needs to be, then that is a priority for our office. I trust this has helped answer your questions.
