1., 2. & 9. Today's visit was to check on the condition of the waste storage pond dam and the. current waste level. No discharge
was observed from the waste structure. However, solid waste stockpiled on the concrete ramp has run-off into a culvert on the
south side of the ramp and flowed into the stream which is downslope of the waste pond. —Must scrape ALL waste onto the
concrete or into the waste pond so that NO waste leaves the waste management system. OIC, Josh Horton, stated he would
move the solid waste after.our visit. MUST complete plan of action (POA) and submit to the Winston-Salem Regional Office.
Daniel Horton was emalled POA.
4. The facility has received around 12 inches of rain In the last week or so. The area received additional rain after our visit as well.
No trees, woody vegetation, slumping or seeping were noted on the waste pond dam.
7. When soil conditions allow, the dam needs to be mowed (2016, 2017 inspections). Due to rain and equipment traffic, the top of
the dam and the spillway have been damaged. Need to re -shoot the elevation and repair and re -seed these areas. To re -check
during routine inspection this fall. 'The top of the dam was not designed to be a travel road for the equipment. No gravel may be
applied to the top of the dam.
16. The OIC wishes to use irrigation to assist with lowering the -waste level in the waste pond. This method of application is NOT
a currently approved method of application for this farm. The waste plan states that broadcast (solid spreader, slurry tank, or drag
line) is the only approved method of application. Need to obtain approval from technical specialist prior to using irrigation to apply
waste.
""Items to check as a follow-up during next compliance inspection:
- Soil test results that were due in 2017. Technical specialist MUST have these to complete revision of waste plan. Current permit
is for 600 milk cows and 100 heifers. There are approximately 1000 heifers on site so the waste plan needs to be updated ASAP
(see 2016 inspection).
- Calibration of waste application equipment (2016, 2017 inspections).
- Check February 2017 waste analysis report.
Parlor pipe extended onto sand lane past the ditch (2016, 2017 inspections).
Install curbing to contain waste near wet/dry stack #2 (2016, 2017 inspections).
