SUBJECT: Animal Waste Storage Structure Check
Permit AWC860010
Surry County
Dear Daniel and Josh:
Thank you for your time as the Division of Water Resources performed a site visit yesterday to
check on the waste level and dam conditions of the waste storage pond at Maple Ridge Dairy. This
visit was in response to the excessive rainfall (12+ inches) that has occurred within and around the
Winston-Salem Regional Office area in the last week. An inspection report is attached for your review.
Please keep this report with your other animal waste management records.
Site Visit Observations
As you previously reported, the waste level in the storage pond is above the maximum liquid mark. Our
report documents that the waste level is currently 12 inches over the maximum and about six inches
from entering the spillway. Per my email to you on Monday of this week, the Plan of Action (POA) must
be sent to our office this week. Another copy is attached for your use. Contact me or the Surry Soil and
Water/NRCS office if you need assistance completing the form.
As I discussed with Josh, there was no discharge of animal waste from the waste storage pond. No trees,
woody vegetation, slumping or seeping on the dam was noted. When soil conditions allow though, the
dam needs to be mowed. Also, due to excessive rain and equipment traffic, the top of the dam and the
spillway have been damaged. Please repair and re -seed these areas and request that Soil and Water or
NRCS re -shoot the elevation. As discussed with Josh, the top of the dam was not designed to be a travel

road for the equipment and no gravel may be applied to the top of the dam since the permit requires
that the dam have permanent vegetation.
During the walk -around, we observed that stockpiled solid waste on the concrete ramp has run-off into a
culvert on the south side of the ramp and flowed into the stream which is downslope of the waste pond.
All waste must be scraped onto the concrete or into the waste pond so that NO waste leaves the waste
management system. Josh stated he would move the solid waste after our visit.
Josh also stated that he wants to use irrigation equipment to lower the waste level in the waste pond.
While the Division understands the need and Maple Ridge Dairy's desire to quickly reduce the waste
level, irrigation is NOT an approved method of application. The waste plan states that broadcast (solid
spreader, slurry tank, or drag line) is the only approved method of application. You would need to obtain
approval from the appropriate technical specialist prior to using irrigation to apply animal waste.
Potential Future Violations
In addition to routine questions and records review, please be aware that the following items will be of
particular interest during the next compliance inspection since these deficiencies were previously
documented:
1. Soil test results for 2017. A reminder that the technical specialist MUST have soil test results to
complete the revision of your animal waste plan. Your current permit is for only 600 milk
cows and 100 heifers. At last check, almost 1000 heifers are currently on site.
2. Calibration of waste application equipment.
3. Parlor pipe extended onto the sand lane past the ditch.
4. Curbing to contain waste near wet/dry stack #2.
Thank you for your prompt attention to these animal waste management issues. If you have
questions concerning this letter, please contact me at (336) 776-9699 or by electronic mail at
melissa.rosebrock@ncdenr.gov.
Sincerely,
Melissa Rosebrock
