At this time, all manure (including paunch material) is being transferred to a permitted farm in Chatham County. Material going into the floor drains (i.e. manure/blood) (interior and exterior) go to the City of Asheboro WWTP for which RP pays a premium. There may be a time in the future in which Randolph Packing may need to apply waste onto land that is already listed in their permit (24 acres). If this occurs, they (RP) will need a WUP to document that they still have enough land onto which to apply the animal waste. They will contact your office if this need arises. At this time, a WUP does not seem applicable or necessary since they are not using their own land. The only other person who has received waste from RP was Larry hicks (last year) and it was very, very little. I am keeping Buster up to date regarding the waste given to Mr. Lindley since the farmer has an AW permit (AWC190023). As an FYI, They are currently maintaining kill (stocking) and rainfall records as well as how much manure is given to Mr. Lindley (incl. dates, his name, contact info). They are also obtaining a waste analysis each quarter and providing that to Mr. Lindley. These requirements (and others) should remain in the permit. They can start by filling out the relevant portions of the attached application requesting expansion to their new numbers. If they plan to use their own land more, it may be time for them to develop a'nutrient-management plan' (waste utilization plan) like most other permitted farms. Randolph County Soil and Waste Conservation office can assist them in developing a plan. That will help them tract application rates and keep records as well. The quantity of permitted scraped barn manure and paunch manure needs to also be raised from 1,100 dry tons per year to 1,500. There isn't a waste plan per se (or I don't have a copy) since the individual permit itself lists the tracts/fields/PAN under Condition 1.6. The acreage available for land application is 24 and Randolph Packing maintains solid spreader equipment. So far, ALL manure has gone to Neil Lindley (99.9%) or Larry Hicks for use and application on their land. This will need to be kept, as is, in the permit. On another note, the permit states that RP may distribute waste (i.e. to Lindley) OR land apply to their own 24 acres. (First paragraph). The permit also states that RP only has to have ONE of the following at all times: 1. Waste application equipment; 2. A lease agreement for the use of equipment; 3. Contract with 3rd party applicator, or 4. Contract for purchase of equipment. Condition 11.11. As I interpret this.....since RP has land available for application, then they are not required to have a contract with Mr. Lindley.... correct? As this is a unique type of operation, could you advise us (RP and me) on how to get started on the permit expansion for this "Individual" permit. The quantity of permitted scraped barn manure and paunch manure needs to also be raised from 1,100 dry tons per year to 1,500. There isn't a waste plan per se (or I don't have a copy) since the individual permit itself lists the tracts/fields/PAN under Condition 1.6. The acreage available for land application is 24 and Randolph Packing maintains solid spreader equipment. So far, ALL manure has gone to Neil Lindley (99.9%) or Larry Hicks for use and application on their land. This will need to be kept, as is, in the permit. On another note, the permit states that RP may distribute waste (i.e. to Lindley) OR land apply to their own 24 acres. (First paragraph). The permit also states that RP only has to have ONE of the following at all times: 1. Waste application equipment; 2. A lease agreement for the use of equipment; 3. Contract with 3nd party applicator, or 4. Contract for purchase of equipment. Condition 11.11. As I interpret this.....since RP has land available for application, then they are not required to have a contract with Mr. Lindley.... correct? As this is a unique type of operation, could you advise us (RP and me) on how to get started on the permit expansion for this "Individual" permit.
