Raw water line construction along US 421

Upon review of your request for 401 Water Quality Certification to place fill material in
1.1 acres of wetlands or waters which are tributary to NE Cape Fear River for installation of a
raw water line located at US 421 in New Hanover County, as described in your submittal
dated 7 May 1993, we have determined that the proposed fill can be covered by General
Water Quality Certification No. 2664 issued January 21, 1992. A copy of the General Certification is
attached. This Certification may be used in qualifying for coverage under Corps of Engineers'
Nationwide Permit No. 12. An additional condition is that anti-seep collars shall be placed at no less
than 150 foot intervals where the water line crosses wetlands.

ENGINEERING DEPARTMENT
Enclosed please find a package for review by your
agency for the proposed Raw Water Line along a portion of
US421 in Wilmington, NC. I apologize for the small print on
the sheets, so I included the construction plans that are
affected by the project. The project involves constructing
a 42" and 36" pipeline along the shoulder section of US421
in public right-of-way. There are several existing
utilities already in place making the route restricted to
its location as shown. on the lowest encl. of the project,
the Raw Water Line must travel through a swamp section of
approximately 3000 feet in length, which requires Corps of
Engineers approval. We plan to disturb very little area -
only enough space to excavate and backfil.l the pipe, leaving
the area in the same if not better condition as before
construction.

Construction is c,cheduled to begin in October of 1993 and we
will heed al-i. permits and. approvals by this summer. Thank

REFERENCE: DEM93-394 Nationwide Permit Application for an Activity Located in
New Hanover County - Water Line Installation
Dear Ms. Craig:
The NC Division of Coastal Management has reviewed the above referenced application for a
Nationwide Permit dated 05/07/93, pursuant to Section 307 of the Coastal Zone Management Act of 1972
as amended. Based upon our review, we have determined that the proposed activity is consistent with
the North Carolina Coastal Management Program provided the following conditions are met.
1. The activity described in the above application qualifies to receive one of the Nationwide Pen-nits
described in 33 CFR Part 330 with the exception of numbers 17, 21, 24, and 34 which were found
inconsistent with the North Carolina Coastal Management Program.
2. A 401 Water Quality Certification is received, where required, from the NC Division of
Environmental Management.
This letter does not relieve you of the responsibility to insure that all other State authorization
and/or permit requirements are met prior to implementation of the project. Please feel free to contact M.
