Dear Mr. Furness:
Thank you for the 2002 Annual Mitigation Channel Report summarizing benthic macroinvertebrate and fish community
data from the Bailey Creek Relocation Area. This summary is required as part of 401 Water Quality Certification # 951281
.and was received in our office for review January 16, 2002. We believe that these data indicate that recovery has
occurred within Upper Whitehurst Creek and that biological conditions have stabilized in this channel. We also realize
that some year to year variability will occur in the benthos and fish populations due to environmental conditions within the
catchment (such as effects of salinity). Based on these observations we believe that additional benthic macroinvertebrate
and fish investigations of Upper Whitehurst Creek are not necessary. More biological data have been collected from the
Bailey and Upper Whitehurst Creek restoration projects than any other stream restoration project in North Carolina. For
this reason I would like to recommend that we (PCS Phosphate Company, CZR inc., and DWQ) have a conference to
discuss the results of these monitoring projects. Please contact Dave Penrose of my staff to organize this conference
