Dear Mr. Riley,
This letter serves to summarize the scheduled follow-up visit I conducted on July 23, 2018.
As discussed with Mr. Zane Riley via phone call prior to the on -site visit, the purpose of the
follow-up was to determine what progress had been made on run-off concerns from the
lower lots of the Hwy 421 property. I have included a map to differentiate the locations I
inspected (A-H).
The condition of the stock trail and fencing at location A had been improved. It is my
understanding that efforts will be continued to keep rock within the stock trail. Previous
concerns regarding waste run-off at location B into the adjacent culvert have not yet been
addressed, however there was no evidence of any further run-off from the area and the
waste containment area had been cleaned out. A large amount of vegetation within the ditch
seems to be preventing waste from leaving the site, however, once the vegetation dies off in
the winter, the ditch and culvert should be cleared of any remaining animal waste.
The follow-up visit determined that considerable effort had been made at location C where a
large amount of waste run-off had previously been noted. Large rock covered by smaller
gravel was noted sloping down from the cattle lot. It was stated that the plan is to grade the
gravel up to a board across the opening which the cattle will step up onto the gravel. It is my
understanding that if this solution proves effective, similar efforts will be made at locations E
and F.
Dense vegetation was noted growing in locations D and G, however it appeared to be annual
plants that will die off in the winter. Please make an effort to establish permanent year
round vegetation in the lots. I noted that some scraping and clearing of run-off on the lower
side at location G had begun, but that conditions on the property had not remained suitable

to complete the work. It is my understanding that these efforts will continue once conditions
allow for equipment to be in the area. There was no evidence of continued solid or liquid
waste run-off at location H. Vegetation had grown up within the ditch and it was found to be
in good condition.
I would like to remind you that soil sampling is required by the permit and due this year.
There is no fee until Thanksgiving for soil sample analysis from the NCDA Agronomic
Division. Additionally, waste application equipment calibration required by the permit is due
by the end of September of this year.
Thank you for your continued efforts in reducing and eliminating waste run-off from the Hwy
421 site. Please do not hesitate to call if you have any questions regarding this letter, or any
other questions related to your animal waste permit and system.
