Dear Mr. Wilkins,
On March 18, 2019, staff from the North Carolina Division of Water Resources (DWR) investigated
a complaint against your poultry facility located at 4005 Golf Course Rd, Boonville, NC. The
anonymous complaint alleged that a poultry litter stockpile had remained uncovered at your
property for many weeks. DWR staff Rebecca Chandler would like to thank you for being present
during the complaint investigation and discussing the animal waste concerns at your facility.
During the onsite complaint investigation, it was determined that no Waste Utilization Plan
(WUP) currently exists for the subject facility. This is a violation of North Carolina General Statue
NCGS 143-215.6A. Please ensure that a WUP is developed, maintained onsite, and abided by
during land application of dry poultry litter from your facility.
Additionally, several loads of uncovered poultry litter were noted stockpiled in the field adjacent
to the farm road. You indicated to Ms. Chandler that the stockpiled litter was a result of the first
full clean -out of the houses since being constructed and that the chronic, wet weather conditions
experienced this winter had prevented the waste from being immediately removed from the
facility as originally planned, and that because the plan was to immediately remove it from the
facility, no litter shed was planned or constructed onsite. A follow-up site visit has been scheduled
for April 2, 2019 to determine if the stockpiled waste has been land applied or covered or if
additional violations are warranted.

In order to prevent future non-compliance, ensure that any and all poultry litter removed from
the onsite houses is covered or land applied within 15 days of removal. Please be reminded that
NCGS 143-215.30C(f) also requires that you obtain and maintain the following records for at least
three years:
• An analysis of the litter completed within 60 days of the application event
• A soil test performed within the last three years for all fields receiving animal waste,
including a determination of the copper and zinc levels
• The dates and rates that litter was applied to soils at each at crop site
This office recommends that you consult with the Yadkin County Soil and Water office regarding
proper animal waste management practices at your facility. If you have any questions concerning
