Loflin Dairy Phase II Bank Parcel Credit Release — Task 1
Dear Mr. Wilkerson:
On April 24, 2019 and May 13, 2019, DWR approved the Randleman Umbrella Mitigation Banking
Instrument (LIMBI) with Wildlands Holdings V, LLC (Wildlands) and the Bank Parcel Development
Package respectively, for the Loflin Dairy Phase II Buffer Mitigation Bank. On July 2, 2019, the
DWR received a signed and recorded conservation easement and corresponding plat for the subject
site.
Lastly, DWR received a performance bond (#107063169) from Wildlands in the amount of $150,000
to cover performance obligations for the construction of the subject site. This bond is with Travelers
Casualty and Surety Company of America and expires upon the approval of the As -Built Report.
In accordance with the UMBI signed on April 23, 2019, the following Project Milestones have been
met and the corresponding credits shall be released:

By copy of this correspondence, DWR confirms that you have satisfied the above requirements for
the above -referenced site and therefore, 20% of your Randleman buffer Restoration, Enhancement
and Preservation credits (0.20 x 360,676.80 ft' = 72,135.36 ft2) are now available to sell.
Please note that the riparian buffer credits must be used for impacts in the Randleman Lake
Watershed according to guidelines in the Consolidated Buffer Mitigation Rule, 15A NCAC 02B
.0295, which became effective on November 1, 2015.
Please use the Credit Ledger Templates provided on our website at:
http://portal.ncdenr.org/web/wq/nutrientbuffertemplates to track and report credit availability for the
Loflin Dairy Phase II Mitigation Bank. Upon receiving this correspondence, please submit one (1)
credit ledger to DWR reflecting the available credits released.
