On July 10, 2019, Erin Deck of the Raleigh Regional Office conducted a compliance evaluation inspection of the subject facility. The assistance of Ms. Lorrain Stagner and Mr. Chris Weaver was greatly appreciated. Observations made during the inspection are summarized below, as well as an inspection checklist is attached for your records. 1. Aqua North Carolina Inc. is permitted to discharge treated filter backwash wastewater from Rand Meadows Phase II Water Treatment Plant into an unnamed tributary to Juniper Branch in the Neuse River Basin 2. A review of the Division's Basin Information Management System (BIMS). No Operator in Responsible Charge has been designated (ORC) for this facility. BIMS lists Shelby Cheek and Christopher Weaver as Back-up ORC. Please submit a signed and completed "Water Pollution Control System Operator Desiggation Form" within 30 days of receipt of this letter. 3. The operators maintain a visitation log at the facility. January and March 2019 DMRs were reviewed against lab and field results; no transcriptional errors were noted. 4. The ORC analysis for pH and Total Residual Chlorine on site (Certification No. 5051). The facility was not discharging at the time of the inspection. The area around the discharge pipe is accessible and well maintained.
