For the purpose of this permit, a responsible corporate officer means: (a) a president, secretary, treasurer or vice president of the corporation in charge of a principal business function, or any other person who performs similar policy or decision -making functions for the corporation, or (b) the manager of one or more manufacturing production or operating facilities employing more than 250 persons or having gross annual sales or expenditures exceeding 25 million (in second quarter 1980 dollars), if authority to sign documents has been assigned or delegated to the manager in accordance with corporate procedures. (2) For a partnership or sole proprietorship: by a general partner or the proprietor, respectively; or (3) For a municipality, state, federal, or other public agency: by either a principal executive officer or ranking elected official. The site is within a semi -rural portion of Randolph County near the city of Asheboro. NC DEQ Division of Waste Management has reviewed an application for the composting facility prepared by others. The composting facility effected a change in the SIC classification for the affected portion of the site, which triggered the need for a stormwater discharge permit. The nearest stream is Penwood Branch. The site and vicinity are served by municipal water and sewer. The following documents present an application for an NCG240000 permit. This application concerns only the former LCID disposal footprint, above which the composting facility is being developed with an isolated stormwater management system. These measures have been shown via storm routing calculations as capable of containing the runoff from a 25-year 24-hour design storm. Larger storms generating higher runoff volumes might result in a discharge to a sedimentation basin (designed by others), which serves the larger landfill footprint. Under normal conditions the isolated basin is expected to dewater via infiltration into the partially decayed organic debris underlying the basin.
