Your proposal'has been reviewed and found to be consistent with the provisions and objectives of general permit No. CESAW-C080-N-000-0291. Therefore, you may commence construction activity in strict accordance with applicable State authorization and the enclosed plan. Failure to comply with the State authorization or conditions of the general permit could result in civil and/or administrative penalties. . If any change in your work is required because of unforeseen or altered conditions or for any other reason, plans revised to show the change must be sent promptly to this office and the North Carolina Division of Coastal Management prior to performing any such change or alteration. Such action is necessary as revised plans must be. reviewed and the authorization modified. The Federal agencies have completed review of the proposal as presented by the application and your field investigation report. We recommend that the following conditions be included in the State authorization: a. All work authorized by this permit must be performed in strict compliance with the permit plans. b. The area of waters of the U.S. that is disturbed must be limited to the minimum necessary to construct the utility line. C. The temporary placement of excavated or fill material in waters or wetlands will be for the absolute minimum period of time necessary to accomplish the work. d. Preconstruction substrate and wetland bottom contours will be restored. All excess material will be removed to an highround retention area. , e. Excess material must be removed to upland areas immediately upon completion of construction. f. In wetlands, the top 6" to 12" of the trench should generally be backfilled with topsoil from the trench. g. Any exposed slopes and streambanks must be stabilized immediately upon completion of the utility line. -2- h. Stabilization is required immediately on completion of each individual crossing. i. Measures shall be taken to prevent live or fresh concrete from coming into contact with waters of the State until the concrete has hardened. j. The activity will be conducted in such a manner as to prevent a significant increase in turbidity outside the area of construction or construction-related discharge. Increases such that the turbidity in the waterbody is 50 NTU's or less are not considered significant. PROTECT SUMMARY: The applicant is proposing to install water lines in Long Acre Townshir in Reaufnrt County and within tha tnwn limits of Washington Park i Beaufort County Water District II Long Acre West Beaufort County Environmental Setting The project is located in sections of Long Acre Township in Beaufort County and in the Town of Washington Park. The specific sites are as follows: Site No. 1 Beaverdam Swamp - SR 1523 - At this location, Beaverdam Swamp is a channelized creek which is a tributary to the Pamlico River. At the site is a ±52' long NC DOT bridge. The water level within the channel greatly varies depending upon the amount of rainfall. On the date of the site investigation, the channel had a width of ±5' and a depth of ±11. Upland vegetation exist on both banks of the channel and Alligator weed was growing in the stream bed. Site No. 2 Snode Creek on Runyon Road - This site is located within the town limits of Washington Park. A private road crosses Snode Creek with a ±82' long bridge. The road connects River Road (NC 32) to Honey Pod Farm Subdivision which is outside of the Town's limits. At the site, the creek has a width of ±105' and a depth of ±4' at normal water. The creek connects to Runyon Creek which is a tributary to the Pamlico River. Adjacent to the north side of the creek is a ±30' wide area of wooded swamp. The area is vegetated with Red Maple and Cypress. On the south side of the creek, highground extends to the normal water line, however, a fringe of Typha spp. and broad leaved Arrowhead is growing along the shallow edge just waterward of the normal water line. Site No. 3 On Shorewood Drive within the town limits of Washington Park. This site is located within a residential area adjacent to a manmade canal which connects to the Pamlico River. The area is vegetated with various upland lawn grasses. Site No. 7 On SR 1309 in Riverside Subdivision in Beaufort County. This site is located within a residential area adjacent to a manmade canal which connects to the Pamlico River. The area is vegetated with various upland lawn grasses. Z Beaufort County Water District II Long Acre West Beaufort County Page 2 Project Proposal The applicant is proposing the following at each site: Site No. 1 Cross Beaverdam Swamp with a 8" ductile iron pipe. The crossing will have a width of ±10' and the pipe will be placed 4' below the existing bottom. A ±10' wide trench will be excavated with a track excavation and all spoils will be placed on highground. Site No. 2 Cross Snode Creek with a 6" ductile iron pipe. The crossing will have a width of ±105' and the pipe will be placed 4' below the existing bottom. In addition to the ±105' of creek to be crossed, t30' of wooded swamp wetlands will be crossed. A ±8' to ±12' trench will be excavated with a track excavator and all spoils will be placed on highground. Site No. 3 Estuarine Shoreline Site - A 8" PVC pipe will be placed through 450' of estuarine shoreline. A 1' 6" wide trench will be excavated within they existing road shoulder to a depth of ±41. Excavated materials will be side cast on highground then redeposited within the trench once the pipe is in place. Site No. 7 Estuarine Shoreline Site - A 2" PVC pipe will be placed through 25' of estuarine shoreline. A 1' 6" wide trench will be excavated to a depth of ±41. Excavated materials will be side cast on highground then redeposited within the trench once the pipe is in place. Environmental Impact If the project is conducted as proposed, the following environmental impacts will. occur: Site No. 1 ±100 sq. ft. of channelized creek bottom will be excavated. A slight amount of Alligator weed will be excavated (±20 sq ft). The excavated trench will be allowed to be backfilled naturally. These individuals have 30 days in which to submit comments on the proposed project to the Division of Coastal Management and should be advised by the applicant of that opportunity. 3/91 3 Beaufort County Water District II Long Acre West Beaufort County Environmental Setting The project is located in sections of Long Acre Township in Beaufort County and in the Town of Washington Park. The specific sites are as follows: Site No. 1 Beaverdam Swamp - SR 1523 - At this location, Beaverdam Swamp is a channelized creek which is a tributary to the Pamlico River. At the site is a ±52' long NC DOT bridge. The water level within the channel greatly varies depending upon the amount of rainfall. On the date of the site investigation, the channel had a width of ±5' and a depth of ±i'. Upland vegetation exist on both banks of the channel and Alligator weed was growing in the stream bed. Site No. 2 Snode Creek on Runyon Road - This site is located within the town limits of Washington Park. A private road crosses Snode Creek with a ±82' long bridge. The road connects River Road (NC 32) to Honey Pod Farm Subdivision which is outside of the Town's limits. At the site, the creek has a width of ±105' and a depth of ±4' at normal water. The creek connects to Runyon Creek which is a tributary to the Pamlico River. Adjacent to the north side of the creek is a ±30' wide area of wooded swamp. The area is vegetated with Red Maple and Cypress. On the south side of the creek, highground extends to the normal water line, however, a fringe of Typha spp. and broad leaved Arrowhead is growing along the shallow edge just waterward of the normal water line. Site No. 3 On Shorewood Drive within the town limits of Washington Park. This site is located within a residential area adjacent to a manmade canal which connects to the Pamlico River. The area is vegetated with various upland lawn grasses. Site No. 7 On SR 1309 in Riverside Subdivision in Beaufort County. This site is located within a residential area adjacent to a manmade canal which connects to the Pamlico River. The area is vegetated with various upland lawn grasses. Beaufort County Water District II Long Acre West Beaufort County Page 2 Project Proposal The applicant is proposing the following at each site: Site No. 1 Cross Beaverdam Swamp with a 8" ductile iron pipe. The crossing will have a width of ±10' and the pipe will be placed 4' below the existing bottom. A ±10' wide trench will be excavated with a track excavation and all spoils will be placed on highground. Site No. 2 Cross Snode Creek with a 6" ductile iron pipe. The crossing will have a width of ±105' and the pipe will be placed 4' below the existing bottom. In addition to the ±105' of creek to be crossed, ±30' of wooded swamp wetlands will be crossed. A ±8' to ±12' trench will be excavated with a track excavator and all spoils will be placed on highground. Site No. 3 Estuarine Shoreline Site - A 8" PVC pipe will be placed through 450' of estuarine shoreline. A 1' 6" wide trench will be excavated within the existing road shoulder to a depth of ±41. Excavated materials will be side cast on highground then redeposited within the trench once the pipe is in place. Site No. 7 Estuarine Shoreline Site - A 2" PVC pipe will be placed through 25' of estuarine shoreline. A 1' 6" wide trench will be excavated to a depth of ±41. Excavated materials will be side cast on highground then redeposited within the trench once the pipe is in place. Environmental Impact If the project is conducted as proposed, the following environmental impacts will occur: Site No. 1 ±100 sq. ft. of channelized creek bottom will be excavated. A slight amount of Alligator weed will be excavated (±20 sq ft). The excavated trench will be allowed to be backfilled naturally. Beaufort County Water District II Long Acre West Beaufort County Environmental Setting The project is located in sections of Long Acre Township in Beaufort County and in the Town of Washington Park. The specific sites are as follows: Site No. 1 Beaverdam Swamp - SR 1523 - At this location, Beaverdam Swamp is a channelized creek which is a tributary to the Pamlico River. At the site is a ±52' long NC DOT bridge. The water level within the channel greatly varies depending upon the amount of rainfall. On the date of the site investigation, the channel had a width of ±5' and a depth of ±11. Upland vegetation exist on both banks of the channel and Alligator weed was growing in the stream bed. Site No. 2 Snode Creek on Runyon Road - This site is located within the town limits of Washington Park. A private road crosses Snode Creek with a ±82' long bridge. The road connects River Road (NC 32) to Honey Pod Farm Subdivision which is outside of the Town's limits. At the site, the creek has a width of ±105' and a depth of ±4' at normal water. The creek connects to Runyon Creek which is a tributary to the Pamlico River. Adjacent to the north side of the creek is a ±30' wide area of wooded swamp. The area is vegetated with Red Maple and Cypress. On the south side of the creek, highground extends to the normal water line, however, a fringe of Typha spp. and broad leaved Arrowhead is growing along the shallow edge just waterward of the normal water line. Site No. 3 On Shorewood Drive within the town limits of Washington Park. This site is located within a residential area adjacent to a manmade canal which connects to the Pamlico River. The area is vegetated with various upland lawn grasses. Site No. 7 On SR. 1309 in Riverside Subdivision in Beaufort County. This site is located within a residential area adjacent to a manmade canal which connects to the Pamlico River. The area is vegetated with various upland lawn grasses. (. 3 r Beaufort County Water District II Long Acre West Beaufort County Page 2 Project Proposal The applicant is proposing the following at each site: Site No. 1 Cross Beaverdam Swamp with a 8" ductile iron pipe. The crossing will have a width of ±10' and the pipe will be placed 4' below the existing bottom. A ±10' wide trench will be excavated with a track excavation and all spoils will be placed on highground. Site No. 2 Cross Snode Creek with a 6" ductile iron pipe. The crossing will have a width of ±105' and the pipe will be placed 4' below the existing bottom. In addition to the ±105' of creek to be crossed, ±30' of wooded swamp wetlands will be crossed. A ±8' to ±12' trench will be excavated with a track excavator and all spoils will be placed on highground. Site No. 3 Estuarine Shoreline Site - A 8" PVC pipe will be placed through 450' of estuarine shoreline. A 1' 6" wide trench will be excavated within the existing road shoulder to a depth of ±4'. Excavated materials will be side cast on highground then redeposited within the trench once the pipe is in place. Site No. 7 Estuarine Shoreline Site - A 2" PVC pipe will be placed through 25' of estuarine shoreline. A 1' 6" wide trench will be excavated to a depth of ±41. Excavated materials will be side cast on highground then redeposited within the trench once the pipe is in place. Environmental Impact If the project is conducted as proposed, the following environmental impacts will, occur: Site No. 1 ±100 sq. ft. of channelized creek bottom will be excavated. A slight amount of Alligator weed will be excavated (±20 sq ft).
