To determine the effect of this increased wastewater flow of oxygen -consuming waste on the dissolved oxygen (DO) levels in the receiving stream, Reedy Creek in the Yadkin -Pee Dee River Basin, a Level B model was performed using the Streeter-Phelp's Equation with default parameters. The Level B analysis for the proposed expansion was modified from the July 28, 1987 Level B model using the expanded flow at current permit limits. The 1987 model used critical flows of: s7Q10 = 0.91 CFS, w7Q10 =1.82 CFS, and QAve =16.7 CFS. These flows are less than the mean and median 7Q 10 and Average flows provided by the USGS to WithersRavenel (consultant for Kurz) in November 2018 and were maintained for the updated model run. Modeled wasteloads were BOD5 = 30 mg/L and NH3-N = 20mg/L. The model considers the interacting discharge from this permit and NC0059218 and terminates 1.9 miles below Kurz's outfall. The model inputs were also adjusted to reflect current permit limits for NC0059218. The model results show that the minimum DO in the stream segment affected by Kurz's discharge is 7.37 mg/L at the outfall with DO increasing from that point until the end of the model run. Carbonaceous and nitrogenous biochemical oxygen demand returned to background and near background respectively at the model's end where Reedy Creek enters the Yadkin River. A second run was performed using the facility's average NH3-N load of 34.8 mg/L as reported by WithersRavenel with near identical results. Therefore, the water quality -based limits in Kurz's current permit at the expanded flow should be protective of North Carolina's instream DO standard of 5.0 mg/L. At this time, fecal monitoring and limits are not required, and that's why they also have a footnote for TRC regarding disinfection. 2) An AtoC is not required as they are a private facility. With the expansion, should they have a fecal coliform limit placed on their discharge? It doesn't look like the proposed new system includes disinfection, and I believe I read somewhere that they don't add any chlorine to disinfect to begin with (none of the previous 2 inspection reports in BIMS make any reference to disinfection).
