PROJECT DESCRIPTION: Figure 8 Island is a barrier island located in northern New Hanover County between Rich Inlet to the north and Mason Inlet to the south. The island is predominantly north -south facing and is approximately 4.5 miles in length. It is bordered Banks Channel to the west and the Atlantic Ocean to the east. Lea/Hutaff Island is located to the north of Rich Inlet and Wrightsville Beach is located to the south of Mason Inlet. The island is accessed from US Highway 17 via a single bridge at the end of Edgewater Club Road (which is located off of Porters Neck Road). Access to the island is gated and accessible only to property owners and authorized visitors. As such, site visits to the island should be arranged with the applicant in advance to ensure timely access. The project site extends from the southern end of S. Beach Road to Bridge Road. The long-term erosion rate for the project area ranges from 0'-2'/year. The 100 -year storm recession line for the island was predicted to be 265'. The southernmost portion of the project is located within an Inlet Hazard Area. In 2004, Permit No. 139-04 was issued to Figure 8 Island HOA for the dredging of Banks Channel and associated beach nourishment along 10,000 linear feet of shoreline (USAGE AID No. 200400895 and DWR Project No. 040987). The original channel was authorized at 125' in width and to be dredged to a depth of 7' with a 2' overdredge allowance relative to Mean Low Water (MLW). In 2006, a major modification was issued on March 16 to expand approximately 5,750 linear feet of channel to 200' in width. According to the applicant, it is believed that an expansion of the southern —2,400 linear feet of the channel was not authorized at the time due to concerns regarding potential impacts resulting from the Mason Inlet relocation project, although a wider 300' long "turning basin" at the southern terminus of the maintained channel was permitted to allow safe navigation for boaters and skiers. Minor modifications to the permit were also issued in 2010 and 2012 to allow for maintenance dredging of the channel with associated beach nourishment. Beach nourishment for the project appears to have been originally authorized at an elevation of +9.5' Mean Sea Level (MSL) with a maximum elevation of +10' MSL. Beach nourishment on the island has also occurred through New Hanover County's maintenance of Mason Inlet (State Permit No. 151-01) and two projects often occur sequentially to reduce mobilization costs. The native beach was originally characterized with data collected for the initial permit application in 2004. Fines were calculated at less than 1%, with no granular and gravel material and a median grain size ranging from 0.23-0.35 mm. Calcium carbonate and clast counts of material greater than 3" in size do not appear to have been calculated. The waters of Banks Channel fall within the Cape Fear River Basin, as classified by the NC Division of Water Resources (DWR). The waters are classified as SA-ORW by the DWR. The NC Division of Marine Fisheries has designated the area north of the project boundary in Banks Channel as a Primary Nursery Area (PNA), but the proposed dredging appears to be located outside of the PNA. The waters of Banks Channel are OPEN to the harvesting of shellfish. PROPOSED PROJECT: The applicant is proposing a maintenance dredging and a widening of Banks Channel along with associated beach nourishment. A scoping meeting was held for the project on April 5, 2019. State of North Carolina I Environmental Quality I Coastal Management Wilmington Office 1 127 Cardinal Drive Extension I Wilmington, North Carolina 28405 910 796 7215 Figure 8 Beach HOA -Major Modification No. 139-04 Page 3 The applicant proposes to dredge 9,494 linear feet of Banks Channel, and to expand the remaining 2,370' length of the channel at the southern end of the project to measure 200'in width along with an additional taper out to the 300' width turning basin at the southernmost end of the project (see Sheet 3 of 15). The northernmost —750' of channel extends beyond the limits of the previous channel expansion, and would still be dredged to the originally authorized 125' width; although it appears there is also a slight expansion in channel width from Station 85+00 to 88+00 (see Sheet 6 of 15). Dredging would be performed via a 16"-18" cutterhead pipeline dredge to a depth of -9' MLW (-7' MLW with a 2' overdredge allowance), as indicated in the application. It is anticipated that the project would occur in coordination with the County's next Mason Inlet maintenance project. The pipeline route would extend around the inlet area. The applicant states that no impacts to coastal wetlands are anticipated as a result of the proposed project as a 3:1 design slope has been included in the design parameters. The project's placement area would remain within the confines of the previously authorized beach nourishment boundaries, extending from the southern end of S. Beach Road a distance of approximately 10,000 linear feet to the north, and terminating at a point east of Bridge Road. A dune of varying width, measuring up to approximately 42' at its widest point as indicated on plans, is proposed at a height of +12' NAVD88 and with a 5:1 slope. The berm would then be constructed at an elevation of +5' NAVD 88 (ranging from approximately 40'-150' in width), with a 25:1 slope extending out to a depth of -10' NAVD88. The applicant's narrative states that fill volume for the project would not exceed 50 cubic yards per linear foot. As proposed, this project would excavate approximately 193,300 cubic yards of sand. It is currently estimated that 3,239,318 square feet would be filled below MHW (74.4 acres) and approximately 1,760,682 square feet of beach fill material would be placed above the MHW line (40.4 acres). Vibracores samples taken in and immediately adjacent to the expanded channel area (and within the proposed dredge depth) contained less than 1% each of gravel, granular & fines material and 1%-2.1% calcium carbonate. Dune planting is also proposed in association with this project. The application states planting would likely consist of Sea Oats (Uniola paniculata) and include use of a tractor, mechanical planter and water truck. It is stated that the plantings are proposed the entire length of the nourishment project and would potentially be cover an area of up to 649,000 square feet. Due to the recent ongoing discussion about developing dune planting protocols, minimal information has been provided at this time, but the applicant would like it to be included in the project description and additional information can be obtained prior to permitting. 10. ANTICIPATED IMPACTS The proposed dredging would result in impacts to up to 21.3 acres of submerged shallow bottom. According to the application, approximately 44,830 cubic yards would be excavated within the intertidal area. The project would result in the fill of approximately 40.4 acres of upper beach (above NHW) and would fill approximately 74.4 acres of intertidal area and near -shore shallow bottom. The dredging and beach fill would result in temporary increases in turbidity. Exact final figures will be dependent on future conditions and may vary slightly due to minor adjustments based on site conditions at time of construction. Temporary impacts to benthic and invertebrate infaunal communities can be expected. The applicant is proposing to limit work between October 1 through March 30, in accordance with the currently permitted timing restriction between April 1 and September 30. According to the applicant, an existing emergency vehicle access at the north end may also be used for heavy equipment access to the beach. Jamie Pratt , Applica .Name Appl nt Signature CAMA Permit Application Project Narrative Figure 8 Island Banks Channel Dredging Proposed Channel Widening Project Narrative Location The project site is located on the southern half of Figure 8 Island in New Hanover County, North Carolina. Figure 8 Island is a privately owned, residential barrier island located in southeastern North Carolina along the beaches of Onslow Bay. The Island is bounded to the south by Mason Inlet, to the west by Banks Channel and the Atlantic Intracoastal Waterway, and to the north by Rich Inlet. Figure 8 Island is accessible from US 17 via Porters Neck Road to Edgewater Club Road to Bridge Road. Figure 8 Island is not open to the public and there is a gatehouse at the bridge crossing the AIWW. Access needs to be arranged prior to arrival with the HOA by calling 910-686-0635. The approximate geographic coordinates of Figure 8 Island are Latitude 34° 15' 13" N and longitude 77045' 33" W. The Island consists of primarily residential single family home properties with a clubhouse and administrative building on Bridge Road. Properties along Banks Channel, on the west side of the Island, are bulkheaded and nearly every home has a boat dock. The oceanfront beach maintains a vegetated dune system consisting of typical beach vegetation including American Beach Grass and Sea Oats. Background Figure 8 Island has maintained its bordering channels and beach nourishment projects with localized dredging projects that beneficially use beach quality sand to replenish its oceanfront shoreline. These projects include a coordinated effort with New Hanover County and the Mason Inlet Preservation Group to periodically dredge Mason Creek and Inlet (NC DEQ Permit #151-01) as well as a private project to dredge Banks Channel running along the west side of the Island (NCDEQ Permit #139-04). Other work is completed on the north end of the island via dredging of Nixon Channel (NCDEQ Permit #6-01) with beneficial placement north of Bridge Road. Beach quality sand from Mason Creek, Mason Inlet, and Banks Channel have been used to nourish the southern 10,000 linear feet of the island (Bridge Road south), constructing a sacrificial primary dune system and replenishing the dry sand beach. The abovementioned projects have successfully protected Figure 8 Island's property owners from major hurricane damage despite several brushes and a direct land falling hurricane in recent years. Navigation around the island has been adequate, despite a few hazard areas in Banks Channel, which this request for a permit modification seeks to address. Banks Channel (NCDEQ #139-04) was originally permitted for dredging in 2004 as a 125' wide and 7+2' MLW deep channel that followed the outline of the sound side docks. In 2006, and major modification was approved for this permit application to widen approximately 72% of the channel from 125' to 200'. The widening of the channel from the "T" Canal north allowed for safer boat navigation in the narrow waters adjacent to homeowners docks. Because the widening modification was requested at the same time as the Mason Inlet Relocation Project, it was requested at the time that a portion of Banks Channel remain at the 125' width. This would allow observation of how Mason Inlet behaved following the relocation project without altering the adjacent channel system. The southern 2,500 feet of Banks Channel remained at the original width while the rest of the channel was permitted to 200' wide. A turning basin was allowed at the very southern terminus of Banks Channel to allow boats and water skiers to make a U-turn and head in the other direction. Multiple other projects have also been permitted and completed prior to the current permit #139-04. Historical work was completed in Banks Channel under NCDEQ Permits #11-85, 26-92, and 29-98 and all had a bottom channel width between 125 and 200 feet and authorized depths of -6' to -9' MLW. Additionally, the USACE held a permit (5-69) from 1969 that authorized a 180' wide channel and a dredge depth of -18' MLW. With a standard 3H:1V side slope, this constructed channel would be 234' wide at elevation -9 MLW, which is the permitted depth of the channel under 139-04. The channel modification proposed under this permit application falls under areas that have been previously dredged and is not new dredge work. Project Purpose Over the past few years, as the population of southeastern North Carolina has exploded and as more people are enjoying our waterways via boats, the low tide shoals at the south end of Figure 8 has become an extremely popular destination. A typical summer weekend day features a solid perimeter of boats along the back barrier shoal of Figure 8 Island as well as the sand bars that become exposed along the borders of Banks Channel. In wide open waters such as Mason Inlet and Creek, there is sufficient room for safe navigation around the boaters, however in the constricted area of Banks Channel at the southern end of Figure 8 Island, the anchor lines and recreational boaters infringe on the navigation channel and safe passage between the beachgoers and homeowners docks has become a hazardous activity. With boats anchored off of the sandbar by bow and stern anchors, the navigable water becomes very tight and welcomes a boating accident. The purpose of this project is to alleviate the navigation hazard that exists at the southern end of Banks Channel and allow safe passage of boats past homeowner's docks during the summer months while minimally impacting the adjacent habitat and recreational beaches. Additionally, due to the growth of the sandbars within Banks Channel, the deep water channel has been squeezed against homeowners' bulkheads resulting in scour and undercutting of the installed sheet piles and failure of the structures for multiple homeowners. A recent survey of the area indicates water depths of 18-20 feet deep (NAVD88 datum) against the bulkhead. This scour will continue or worsen with the continued accretion along the sandbars and will threaten the stability of the home itself. A wider channel within this area alleviates the hydraulic pressure on the existing bulkhead and reduces the likelihood of failure. Project Description To remedy these situations, we are seeking to modify the current permit to allow the entire channel length to be dredged to a width of 200'. This modification is seeking to widen the remaining 2,370 feet of channel from the currently permitted 125' to the 200' width of the rest of Banks Channel. Dredge depths are proposed to remain as currently permitted, -9.0' Mean Low Water. Beach quality sand from within the channel would be placed on the southern 10,000 feet of oceanfront shoreline of Figure 8 Island. The dredged material will be used to repair dune scarps and beach erosion caused by Hurricanes Matthew, Florence and the remnants of Michael. All proposed beachfill templates are within the footprint of previous construction projects and the overall project will remain under the 50 cubic yards/linear foot of fill guidelines. Currently, approximately 193,300 cubic yards of sand exist within the full Banks Channel template with roughly 100,000 cubic yards in the proposed modification area between stations 3+00 and 27+00. Historically, this channel dredging has been done on the same interval as the Mason Creek/Mason Inlet maintenance dredging (Permit #151-01) to save in mobilization costs of dredge equipment. It is feasible that this trend will continue and the combined fill from these channels will be utilized to complete the full nourishment of the Figure 8 Island oceanfront. This permit application contains a set of permit/construction plan which show the full proposed channel layout and beachfill design. Dune Planting Following the completion of the project, a contractor will be hired to plant vegetation in the dunes in order to provide stabilization and encourage further dune growth. A small tractor will be used to bore holes and place the plants, and a water truck will be used to water the planted dunes. Dune plantings will occur on the southern 10,000 linear feet of oceanfront dune system of Figure 8 Island within the spatial parameters of this proposed project. The total area of dune plantings will be dependent upon the final dune construction — where the dune is repaired or rebuilt on the beach and the existing vegetation on site, however, the total potential square footage of plantings is approximately 649,000 square feet or 14.9 acres. Dune plantings following beach and dune construction will most likely consist of Sea Oats (Uniola paniculata), transplanted from a greenhouse, and planted as sprigs in late spring/early summer just before they come out of dormancy. The timing of the initial planting is critical to ensure the Sea Oats have a chance to survive and thrive. Final planting times and duration depend upon the dredging project and weather, but a work time from of 2-4 weeks in May or June can be used for planning purposes. Environmental Impacts Care was taken with the design of the proposed modifications to minimize overall impacts to the environment and surrounding habitats. While this area is extremely popular for anthropogenic activities, it is also tremendously important habitat to a lot of wildlife including shorebirds, fishes, and turtles. The channel alignment avoids all designated Primary Nursery Areas (PNA) and the applicant is not seeking to adjust the current environmental moratoriums that are attached to NCDEQ Permit 139-04. All work under this modification will be within the Terms and Conditions of the NC State Wide Programmatic Biological Opinion and the South Atlantic Regional BO. The wetland line was surveyed via topographic points and plotted against the proposed channel alignment and there will be no wetland impacts associated with the project. The daylight line representing were the dredge template side slope intersects the existing grade is shown on sheet 3 in the project plans. While these lines are about 10 feet apart at station 7+04 in Banks Channel, additional sloughing of the shoreline is not expected as a natural 3HAV slope is included in the design parameters. The beach disposal area footprint is not modified for this project from all previous work completed on Figure 8 Island under the existing Banks Channel Permit (#139-04) and New Hanover County's Mason Inlet permit (#151-01). This modification request does not expand the overall impacts to the oceanfront beach beyond what has historically been constructed in the dune or nearshore. An inlet hazard area, shown on the map, exists on the south end of Figure 8 Island. Under existing rules, no new dune construction is allowed within an Inlet Hazard Area. All dune construction proposed under this permit application falls within what has previously been constructed and works to restore the eroded dune to the pre Hurricane Florence condition. All excavation within Banks Channel is either inter or sub -tidal (falling below the Mean High Water contour). The total area of inter/sub-tidal area to be impacted is 928,448 square feet in Banks Channel (21.3 acres). Geotechnical Analysis In accordance with the North Carolina Sediment Criteria Rules (NC CAMA 15A NCAC 07H.0312), vibracores were collected from the channel widening area to determine the quality of sediment within the proposed template and ensure that all sand disposed of on the beach was similar to the native sand. Athena Technologies was contracted to collect 6 cores in the vicinity of the proposed project area and began and completed field collection work on July 11, 2018. The cores were taken to Athena's laboratory to be split and were returned to TI Coastal on July 13, 2018. In TI Coastal's geotechnical lab, the split vibracores were described, photographed, and sampled for grain size and calcium carbonate analysis. Samples were collected to represent separate stratigraphic layers within the cores. If a single layer was over 3 feet thick, multiple samples were taken to verify the visual uniformity within the strata. Individual samples were dried and sieved to determine grain size distribution and define the granularmetric parameters of the sediment. Calcium Carbonate analysis, via acid digestion, was performed for each sample as well to determine overall shell content. The vibracore locations were used to create a "spider map" which breaks Banks Channel into polygons where one vibracore represents the sediment within that segment of channel. The polygons were delineated by the midpoint of the straight line distance between two adjacent cores. Volume analysis was performed within the channel footprint for each core compartment to determine the amount of sediment each core layer represented. Once the total volume of sediment for the individual core layer was calculated, a weighted average of the sieve analysis was created, multiplying the total volume by the percent of sediment retained on each sieve. Compiling these numbers, an overall composite sample was created for Banks Channel within the expanded footprint area. It should be noted that while a vibracore was collected at location #1, this core was not used in statistical analysis as it did not fall within the template boundaries—only cores 2 through 6 were used for the grain size analysis. As expected and consistent with previous dredging projects in Banks Channel, the sand within the expanded channel area is of very high quality and a good match to the sand that is currently on Figure 8 Island. There are no existing native grain size statistics for Figure 8 due to the history of nourishment projects, however the vibracores collected show high quality, beach compatible quartz sand within template. Average grain size was 0.18 mm with 1.2% calcium carbonate and 0.2% fines (passing the 230 sieve). The weighted average statistics indicate that the material is 0.0% Cobbles, 0.0% Gravel, 0.1% Granular, 99.8% Sand, and 0.1% Silt. Average calcium carbonate for the expanded channel area is 1.3%. A table with the weighted average grain size statistics as well as the individual core photos, descriptions, sample grain size distribution and sample granularmentric tables are included following this narrative. Unsuitable Material Handling While the quality of sand within the channel has always been high quality for previous projects and the vibracores collected from the expansion area is also beach compatible, a plan is in place to handle large amounts of unsuitable material. If by chance the dredge encounters unsuitable material within the channel, operations will cease and the dredge will relocate to another area. Significant amounts of unsuitable material on the beach will be removed and placed within DA -241, located at the intersection of Mason Creek and the AIWW, outside of the USACE Right of Way. Because any potential unsuitable material would be placed outside of the USACE ROW, it is not subject to the new guidelines which severely limit the use of any USACE disposal area for outside dredge material placement.
