Hi Vinnie,
The permit has not yet been finalized. It is still under internal review. The signed, finalized permit will be sent to you in
the mail and I can also email it when it is ready. The dates that were in the draft permit were a part of the draft. Until
the new one is signed, you are still operating under your previous permit.

In reviewing I noticed the front page is marked as "DRAFT". Should I contact Lauren about that or would the state

Hi Vinnie,
Here is your updated permit with the corrected zip code.
To address the third comment, "Secondary containment of bulk containers. We assume this applies to our above ground
tanks in secondary containment. I assume this does not apply to containers in non -bulk (i.e. 55-gallon drums and 275-
330 gallon totes) for antifreeze and oil filters..." Secondary containment of bulk containers applies to ALL above ground
storage containers having a capacity of greater than 660-gallons for singular containers OR multiple above ground
storage containers having a total combined storage capacity of greater than 1,320-gallons. This applies to 55-gallon
drums and 275- to 330-gallon totes. If there are multiple above ground storage containers (totes and drums) stored at
the facility, having a total combined capacity of greater than 1,320-gallons, these containers must be in secondary
containment. An easy way we have seen facilities do this is by storing their drums and totes inside a larger birmed area.
Bulk Storage is definition 6 on page 25 of your permit draft. Secondary containment Requirements and Records are also
discussed on page 4.

Vinnie,
I have attached a your new draft permit. Our permit template has been updated and a list of the changes is included in a
cover letter in the attachment. Besides a few updates to monitoring and impaired water parameters, the basic
information is the same; the template will just look different compared to your old permit. Starting today (3/29/19), you
will have a comment period of 30 days and I will be able to answer questions and address any concerns.
The permit draft will also be sent to the Mooresville Regional Office Stormwater Contact, who will be giving me their
comments simultaneously. The draft will be going through a public notice process during the same 30 days (approx.).
The public notice process is expected to start next week. Once the public notice process ends, I will receive an affidavit.
By this time your and the MRO Contact's comments should have been addressed and the permit can be issued as soon
as I have the affidavit.

After a discussion with our Concord facility, here are the answers to your questions. I copied Greg Taylor our Concord
facility manager.
A spreadsheet summarizing all of the monitoring data that has been collected since the effective date of the
current permit;
See attached spreadsheet. The facility manager generally just mails a no discharge letter to NCDEQ
semiannually. Going forward after the inspection, we modified our semi-annual visual analysis form to
include the written evaluation instead of N/A, even when we are not discharging. HCC was under the
impression that since no stormwater was being discharged from the property that the visual analysis was
N/A but we will have this corrected in 2019 going forward and will complete the inspections. Attached are
the forms that we will use going forward.
A verification that the information in the renewal application is still is still complete and correct;
and Everything is still correct in the last permit application except the contact information and we are
Heritage -Crystal Clean. Please see attached contact list page that I updated and digitally signed. Anne Pifer
no longer works for HCC.
An explanation of any operational changes since the renewal application was submitted.
No operational changes since the last permit application. HCC Concord is still a used oil processor and 10-
day hazardous waste transfer facility.

Greetings Vinnie,
I am working on renewing your individual stormwater permit (Permit No. NCS000390). The permit is drafted, but there is
some information I am required to ask you for to (1.) confirm that the information I have is correct and (2.) make sure
the permit adequality serves the needs of the facility.
What I need from you:
A spreadsheet summarizing all of the monitoring data that has been collected since the effective date of the
current permit;
A verification that the information in the renewal application is still is still complete and correct; and
An explanation of any operational changes since the renewal application was submitted.

The permit application is from 2014 so it is possible some information will need to be updated.

What happens next:
• Once I have the above listed information, I will verify the "draft" permit information is correct;
• Usually a site "inspection" follows this; however, this was completed with DEQ staff and the EPA on 3/20/19.
The DEQ and EPA inspection was combined; however the stormwater renewal permit is separate from the EPA
Inspection Report you will be receiving.
• A 30-day public notice will be issued and during this time the "draft" permit will be submitted for a review and
Comment period to you and to the DEQ regional office;
• Provided there are no complications, at the end of the 30-day public notice and review/comment period, after a
period of at least 15 more days, we will be able to issue you the "final" permit.
