Day, PE 810 South Cincinnati Ave. Suite 200 Tulsa, OK 74119 NORTH CAROLINA Environmental Quality June 14, 2019 Subject: Request for Additional Information Stormwater Permit No. SW6190508 SOF Battalion Administration Facility PN 63850 Cumberland County Dear Mr. Day: The Division of Energy, Mineral and Land Resources (DEMLR), received a Stormwater Management Permit Application for the subject project on May 17, 2019. A review of that information has determined that the application is not complete. The following information is needed to continue the stormwater review: Please write the directions to the project site from the nearest intersection of two major roads. Major roads are any 1, 2, or 3 digit NC, US, or Interstate highway. (Section I, 3). Response: Provided on Cover Sheet 2. Please list the date issued and type of permit issued for the previously acquired permit (Section II, 4, b). Response: Updated on Application 2. Please include the "Future Parking Access Drive" in the future impervious area section of drainage area 1 or provide justification for its omission (Section IV, 10). Response: Future access drive is for representation only and not part of this contract. If awarded under separate contract a SCM will be provided then. Please provide the original, signed copy of the application form (Section VI, 1). Response: Provided 4. Please provide the original, signed copy of the supplemental form (Section VI, 3). Please provide signed, sealed, and dated detailed design calculations (Section VI, 7). Calculations should include, but are not limited to: a. Calculations showing that the 10-year storm will be passed at a non - erosive velocity (As per 15A NCAC 02H .1061(5). Response: Provided b. Calculations showing that the infiltration trench will be able to dewater within the required 72 hours (Infiltration System, MDC 5). Response: Infiltration trench has been removed from this project. Bio- retention area 2 has been modified to accommodate the additional area. 7. Please provide the title sheet with project location map (Section VI, 8, c). Response: Provided 8. Please dimension all proposed BUA on the plans (Section VI, 8, j). Response: Provided 9. Please provide a note on the plans declaring that no wetlands are present on the site. Please also provide documentation of qualification and identify the person who made this determination (Section VI, 8, m). Response: Note provided on the coversheet. See attached document for the information requested. 10. No soil boring was performed within the footprint of the infiltration trench and it is required (Infiltration System, MDC 1). Response: Infiltration trench has been removed for this project. 11. The infiltration rate for the soils on -site are very low (0.001 — 0.003 inches per hour). Please provide calculations showing that the infiltration trench will be able to dewater within the required 72 hours (Infiltration System, MDC 5). Response: Infiltration trench has been removed for this project. 12. Vegetated filter strips should be at least five feet wide and should not exceed 8% slope. Please revise. Response: Updated 13. There is a discrepancy between the bottom elevation of bioretention cell 1 as reported in the supplemental form and the plans. Please revise for consistency. Response: Updated 14. Bioretention cell 1 has an infiltration rate less than 2.0 inches per hour and therefore requires IWS (Bioretention Cell, MDC 4). Please revise. Response: Updated 15. Provide pdfs of all revisions, 2 hardcopies of revised plan sheets, and 1 hardcopy of other documents. Pdfs must be uploaded using the form at: https://edocs.deq.nc.gov/Forms/SW_Project Submittal Response: Will provide While it is not required, it is recommended that rip -rap be shown on the plans and that the bioretention cells be outfitted with some form of pretreatment. It is also recommended that the top of the infiltration trench be placed at an elevation lower than the adjacent parking area to minimize ponding on the road surface. Please note that this request for additional information is in response to a preliminary review. The requested information should be received by this Office prior to July 14, 2019, or the application will be returned as incomplete. The return of a project will necessitate resubmittal of all required items, including the application fee. Please reference the State assigned project number SW6190508 on all correspondence. If you need additional time to submit the information, please submit your request for a time extension to the Division at the contact below. The request must indicate the date by which you expect to submit the required information. The Division is allowed 90 days from the receipt of a completed application to issue the permit. The construction of any impervious surfaces, other than a construction entrance under an approved Sedimentation Erosion Control Plan, is a violation of NCGS 143-215.1 and is subject to enforcement action pursuant to NCGS 143-215.6A. The formal JD was completed for the entire Old Ammo Supply Point, which was later named Patriot Point, then more recently changed to the Yarborough Complex. The wetland boundaries are in our ESRI Arc Map GIS layer as a feature class. PN 63850 falls in the uplands and no wetlands are present on the site. See attachment. I assume the project site by definition means the project limits of disturbance polygon? The first JD was done by Dial Cordy and Associates Inc, Environmental Consultants, the field ecologist was Mr. Ralph Engle. The Land Survey company was McKim & Creed. The USACE Action ID was SAW-2008-00067 dated 3 Feb 2009. The Wilmington Regulatory Authority was Mr. Richard Spencer. This formal JD was done for the future Patriot Point Infrastructure requirement. A later formal JD was completed in 2011-2012 for the Patriot Point Master Plan by 3e EEE Consulting, Inc., the field biologist name was Mr. Ray Bode. Both of these environmental companies have trained and qualified staff to conduct wetland delineations. Each formal JD was field verified with a site visit with USACE Wilmington District, Ft. Bragg EMB, and the Contractor. Both formal JDs were authorized by Wilmington District. The Wilmington Regulatory Authority was Mr. Ronnie Smith. FYI, I am the Senior Wildlife Biologist who was the CORTR for both wetland delineation contracts on Ft. Bragg. Both JD Determinations were validated by USACE Wilmington District and given Notice of Jurisdictional Determination letters. Each contract deliverables was a signed wetland delineation plate by a State of NC Licensed Land Surveyor and a digital GIS wetland layer shapefile was provided to us for incorporation into our ArcMap GIS geodatabase. NOTE: The majority of the old ASP area now known as the Yarborough Complex Cantonment Area (CA) area is 98% uplands. Two major drainages lie on either side (east and west) of the CA. Bones Creek watershed lies to the west and Stewarts Creek watershed lies to the east. Riparian wetlands are associated with both watersheds along the 1st order tributaries and 2nd order streams. The Yarborough Complex CA only has two places where JD wetlands occur inside the Complex. There is a small western tributary headwater that begins at the northeastern corner of African Lion and New Dawn roads. The drainage flows west across African Lion toward Bones Creek. The other wetland/tributary stream is on the East side and begins at Tora Bora. Its situated between Eagle Talon and New Dawn and flows from Tora Bora Rd. in the east direct to Stewarts Creek. Project PN 63850 is located at the Northern portion of the Yarborough Complex CA north of Urban Freedom road. Again, there are no wetlands in this project area. The nearest wetland is approximately 1,000+ feet to the west on the west side of African Lion road.
