Box 128 105 South Lamar Street Roxboro, NC 27573-0128 Dear Mr. Oakley: `=61si Subject: Compliance Evaluation Inspection City of Roxboro Wastewater Collection System Permit Number WQCS00048 Person County On June 27, 2019, Stephanie Goss of the Division of Water Resources conducted the subject inspection. The assistance of Donald Ashley Jr., Utility Construction Superintendent, Tommy Oakley, Tim Holloway, and Crystal Shotwell during the inspection was appreciated. Below is a list of findings developed from the inspection: 1. The permit was reissued, became effective November I, 2015 and will expire October 31, 2023. 2. Roxboro's collection system has approximately 81 miles of gravity sewer, 5.4 miles of force main, and 11 duplex pump stations. 3. All required documents and records were readily available and well -organized. 4. CrystaI Shotwell is responsible for the Fats, Oil and Grease (FOG) program. FOG education materials are mailed out once a year with annual wastewater report, and flyers are distributed to recurring problem areas. As discussed, please ensure bi-annual distribution of educational materials is implemented per pen -nit requirements. 5. The Capital Improvement Plan (CIP) lists funds`projects through 2036. 6. Sanitary sewer overflow (SSO) cleanup, pumping, and reporting procedures, which includes a response action plan was up to date. The SSO cleanup, pumping, and reporting procedures meet all permit requirements. 7. Per the subject permit, there are approximately 81 miles of gravity line. According to ORC records, approximately 9 2 miles of gravity sewer lines were cleaned in 2018. Four of the eleven pump stations in the collection system were inspected: Cedar Ridge, Williams Road, Stories Creek and Brooks. All are duplex pump stations and have identification signs, secured access, audible .'visual alarms, and telemetry except for Stories Creek. All stations were in good condition and free of excess debris. i. Telemetry at Williams Road pump station was not functioning properly during the inspection and not fully enclosed by the fence due to recent construction at the pump station. 9. A contingency plan is available in case of a failure at a pump station which includes an emergency response plan which includes response procedures, recommended clean-up procedures, response equipment and an emergency response generator. 10. Maintenance logs were reviewed and appeared satisfactory. 11. High priority lines are inspected at least twice each year and documentation of inspections was available. 12. Five aerial lines were inspected: one crossing behind Piedmont Community College, C & A Warehouse off 49 North, 319 Ivey Street, Walker Street at culvert, and Wachovia Bank (Wells Fargo) 515 N. Madison Boulevard. All aerial lines appeared straight, rust free and in good condition. The right of %vay (ROW) was being maintained. 13. The map for the collection system is complete, GIS-based, and includes all pennit requirements. Please make repairs to ensure all components of each pump station are functioning properly. Please respond to above items 8.i. in writing within 30 days of receipt of this letter. Please explain that the telemetry is properly functioning, and the fencing has been repaired.
