On Tuesday, June 25, 2019, Zach Thomas of the Raleigh Regional Office conducted a
compliance evaluation inspection of the collection system for the Town of Selma. The purpose
of this inspection was to ensure compliance with the subject permit. During the inspection, the
presence and cooperation of Mr. Matthew Morris, ORC and Mr. Stephen Merklin, BUORC was
helpful and appreciated.
This compliance evaluation inspection consisted of the following:
• Review of the permit;
• Review of the owner/facility information;
• Review of records;
• On -site inspection of the collection system and lift station units
Findings during the inspection and file review were as follows:
1. The permit (WQCS00294) was issued effective on October 1, 2013, and will expire on
September 30, 2021.
2. Many permit affiliations have changed since the last inspection. It was requested that these
be updated and sent to DWR.
3. The system is classified CS-2. The subject permit states the system contains approximately
30 miles of gravity sewer, 6 miles of force main, and 19 duplex pump stations. All
wastewater received into the Johnston County CS before treatment at the Johnston County
WWTP. The ORC had documentation stating an estimate of approximately 40 miles of
gravity sewer, 6.5 miles of force main, and 19 duplex pump stations. Please ensure during
the permit renewal process that your application reflects any additional
modifications/extensions that have occurred.

4. The Town of Selma adopted Johnston County Public Utilities Fats, Oil and Grease (FOG)
program and Sewer Use Ordinance. Materials are mailed out two times per year with the
utility bills and are posted to the Town's website. Grease Traps are inspected periodically. It
was stated that they would like to inspect more often, but that there are currently only 6 staff
members total for both water supply and the wastewater systems.
5. The Capital Improvement Plan detailed projects through 2018. The ORC stated the Town
received a grant of approximately $140,000 to evaluate where there are significant I&I
problems. The findings will then be used to develop a new CIP.
6. Maintenance, inspection, and system records are compliant and are reviewed quarterly by the
ORC & BUORC. Citizen complaints are handled through the department via work tickets
and are recorded in a logbook containing actions taken, address, and overall issues.
7. Of the 19 lift stations, 13 have permanent generators (2 more stations are scheduled to
receive permanent generators soon). The remaining rely on portable generators that connect
to on -site hookup. Generators are tested weekly.
8. A map of the system is kept both in paper and digital form.
9. Right of Way and high priority line inspections were in compliance with the permit
requirements. Right of ways have been cut twice this year and are inspected frequently.
High priority line inspections are performed at least once per quarter, but many are observed
daily.
10. Of the approximate 30 miles of gravity line listed in the permit, approximately 7,292 feet
have been cleaned so far in 2019. Additional cleaning is scheduled for later this year.
11. SSO records are kept with the ORC and BIMs shows there have been 4 SSOs since the last
inspection. There is only one location to note as a repeat problem area and it is the force
main 18 line that runs along Hwy 70 across the Neuse River. Approximately 80ft of line was
replaced in 2017 to try and mitigate the issues. The Spill Response Plan was recently updated
in June 2019 and contained all required aspects.
12. Several lift stations, manholes, and high priority lines were inspected:
a) 5 of the 19 lift stations were inspected (Stations #3, #5, #6, #10, #18). All stations
contain SCADA with text message, email, and phone call alerts. All were in compliance
with permit requirements and appeared to be in good working order on the day of
inspection. The following observations were noted:
i) Pump Station #10 has been recently renovated and elevated due to its location in a
flood prone area and damaged sustained during a past heavy rain event. All new
equipment was in great working order.
ii) Pump Station #3 is located in the parking lot of a local business and is secured with a
fence. The ORC stated that he is working on making "no parking" signs to place on
the gate so that no parked cars will block access. The station also has a large storm -
water swale behind the fence and some erosion was seen in close proximity. The

inspector stated that the issue should be addressed to prevent any damage that might
occur to the station in the future.
iii) Pump Station #18 is located at the prison and contains a bar screen that is cleaned and
maintain by inmates of the prison. All of the other parts of the station are locked and
secured.
b) All inspected manholes were found to be in good condition, free of excessive debris and
signs of overflow.
c) The 4 high priority lines inspected were in good condition (force main 18, APC aerial,
Noble Street, and River Road). The ORC stated that they were in the process of mowing
the areas and the machinery was damaged. They are waiting for the repairs to be
completed before they continue cutting.
The overall condition of the facility was compliant with the NPDES permit requirements as

Inspection Summary:
