Mr.Templeton,
The Haw River Nutrient Compliance Association (HRNCA) met in a special session on June 26, 2019 to
consider a letter from the City of Burlington requesting membership in the HRNCA. The request was
unanimously approved.
We request that NPDES Permit NCC000003 be modified effective January 1, 2020 to include the City of
Burlington as a Co-Permittee.

Dear Ms. Mann:
Please accept this letter as the City of Burlington's formal request to join the Haw River Nutrient
Compliance Association (HRNCA). I understand the effective date of Burlington's membership
will be January 1, 2020 subject to the Association's approval at a special meeting to be held on
June 26, 2019.
Once the HRNCA NPDES Permit NCC000003 is modified/finalized to include Burlington,
please provide me with a copy listing the combined and individual total phosphorous (TP)
allocations/limits for all members.
