Dear Mr. Basinger,
JNN 19 2010
WQ
This letter is in response to NOV-2019-LV-0399 outlining exceedances experienced at our
Grassy Branch WRF. We had experienced very high flow conditions due to rain events causing
the exceedances noted in this NOV.
In our meeting on 05/02/2019, we detailed our continuing efforts in reducing the I&I that is
entering the Grassy Branch collection system. In addition to our in-house efforts, we have asked
our engineer to investigate other options such as additional treatment trains to improve the
ability of the Grassy Branch WRF to manage high flows. We have also engaged Frazier
Engineering in another sequence of flow monitoring to gain a better understanding of specific
locations of I&I. These results should help us to pinpoint where future repair efforts are needed.
Further, we recognize the flow issues with the Grassy branch WRF and are developing a
request for a Special Order of Consent as addressed in our 5/16/19 letter. We are reviewing
our approach with our engineering consultant and anticipate a submission to you as we firm up
our request in the near future.
We intend to continue our efforts finding and reducing the I&I in the Grassy Branch basin and
address the treatment/capacity issues at the Grassy Branch WRF. If you have any questions or
concerns please contact me at 704-296-4215.
Sincerely,
Andrew Neff, PE
